reviewed by the Task Force at a meeting on March 6, and Site Plan 1 was selected as the preferred option. <br />The plan includes 150 total units, including two (2), 3-story buildings and vehicular access from both <br />Vineyard Avenue and Kottinger Drive, without through traffic. <br />Mr. Bocian noted that while the plan does include removal of the Regalia House, an alternative being <br />offered is the inclusion of City space in the Community Room on the site. He also noted that there were <br />still some concerns regarding mixed uses of the facility, and the City and the project's owners would need <br />to develop use criteria that meets City and project needs. CCH has also expressed concern that project <br />financing may not permit funds to be used for a room used primarily by the City. Mr. Bocian advised that <br />the next step is to take the Conceptual Site Plan to the City Council, address concerns about <br />redevelopment of Pleasanton Gardens, and the impact of the 3-story portion of the project. <br />Commissioner Pentin felt the attachment provided to the Commission was difficult to read, and he had <br />concerns about the parking and where it was located. He also discussed with Mr. Bocian the size and <br />location of the proposed City Room. Mr. Bocian indicated that he did not have answers regarding size <br />and location of the room, but did have an agreement regarding its uses. He indicated that a financial plan <br />needed to be developed and authorized by the City Council. Commissioner Pentin expressed his concern <br />about losing Regalia House and not having a final concept plan to review before making a decision. Mr. <br />Bocian suggested that the Commission consider requesting additional detail be provided as a part of its <br />recommendation for moving forward. <br />Commissioner Ellgas expressed concerns about use of the City Room and its locations deep into the senior <br />complex. Mr. Bocian advised that specifics regarding design and use of the City Room still needed to be <br />worked out. <br />Commissioner Dibiase confirmed that the Commission could approve the concept of the plan with a <br />caveat about uses of the City Room. <br />Commissioner Kinzer agreed with comments made by Commissioner Pentin. He also wanted to be sure <br />that there would be adequate parking stalls provided. <br />Chairperson Kummer questioned whether it would be helpful to change the site plan as long as the amount <br />of park space remained the same. Mr. Bocian advised that the Task Force had looked at various options, <br />and agreed that this proposal works best. <br />Chairperson Kummer opened the meeting for public comment at 10:35 p.m. <br />Becky Dennis 838 Gray Fox Circle Vice Chair of the Kottinger Redevelopment Subcommittee -advised <br />that the Subcommittee has asked for site-line studies of the project and are in agreement with the Task <br />Force recommendations to replace Regalia House. She also advised that use of the Pleasanton Gardens <br />community room will be available, and everyone is anxious to make the "City Room" concept work. <br />Commissioner Pentin questioned whether the City would allow the project to be built in phases. <br />Jeanne Farle -~gers, 4356 Second Street -urged that consideration be given to preserving Regalia <br />House as a historic structure.
