DISCUSSION <br />Neighborhood Park <br />As indicted above, rather than significantly limit public comments regarding potential <br />uses and design for the neighborhood park, staff attempted to incorporate public <br />comments for this park into the Master Plan. While staff generally supports the <br />neighborhood park design depicted in the Master Plan, it recognizes some issues that <br />may alter its final design. First, as noted previously, the final neighborhood park <br />boundaries and the exact size, depth, plant/landscape materials, and design of the <br />storm water detention area will not be resolved until completion of the PUD process <br />since the volume of storm water runoff will be determined based on approved developer <br />plans. (Notwithstanding this, it is anticipated the size of the water detention area will be <br />+/-3.5- acres.) Also, the City is continuing to discuss the alignment of the public road the <br />will used to access CLC and the park and this could affect the park's western <br />boundary/alignment. <br />Second, as indicated at the November 8 joint City Council/Planning Commission <br />Staples Ranch Workshop, it is anticipated that Staples Ranch developers will be making <br />a significant financial contribution to the acquisition and development of this park. As a <br />result, in accordance with purchase and financial contribution agreements with Staples <br />developers and the SPA, the City has agreed to limit park design to accommodate <br />casual park uses including irrigation, drainage, turf suitable for casual play, fencing, <br />concrete walkways, benches, park signage, trash containers, trees, and other plant <br />material and may include casual activity areas for seniors such as bocce ball, lawn <br />bowling or a tennis court. The proposed agreements state developers will not be <br />required to contribute to field lighting and restroom facilities which staff has not <br />anticipated being included in this park. As a result, if the Council ultimately approves <br />the inclusion of a restroom, tennis court lighting and/or a second tennis court, and on- <br />site parking, a supplemental funding source may need to be identified or staff will have <br />to resume discussions with proposed developers regarding appropriate financial <br />contributions. <br />While staff supports Parks and Recreation Commission recommendations on the <br />Community Park, staff does not recommend the inclusion of a second restroom in the <br />neighborhood park. The concern expressed during the Staples Ranch workshops was <br />the need for restrooms as a result of the proposed tennis courts and dog exercise area <br />in the neighborhood park. To address this issue, the community park restroom has <br />been moved slightly to the northwest. This would decrease the distance from the <br />neighborhood park, while maintaining the facility's close proximity to the <br />trailhead/staging area and children's tot lots. Staff is concerned that an isolated <br />structure in the neighborhood park could lead to vandalism and security concerns. It <br />will also impact land available in the neighborhood for additional open space and other <br />desired facilities. <br />Page 7 of 10 <br />
