Based on the above, the Master Plan elements and design related to the neighborhood <br />park should be viewed as conceptual and staff anticipates that its design will not be <br />resolved until after the PUD process. Notwithstanding this situation, the following <br />represents staff's approach on some key issues raised during the master plan process: <br />. Public uses, including using portions of the storm water detention area as a dog <br />park, will be prioritized as part of the park design; <br />. To the extent possible, the storm water detention area will not be fenced. <br />. The entire neighborhood park will be maintained consistent with other city parks; <br />. Options to limit the size of the storm water detention area will be explored during the <br />design process; <br />. The park will be designed to maximize casual park uses similar to other City <br />neighborhood parks, while maintaining its relationship to the adjoining community <br />park; <br />. Final design will be reviewed by the Parks and Recreation Commission and the City <br />Council. <br />Ice Skating Facility <br />As noted above, there was significant discussion during the master plan process <br />regarding inclusion of the ice skating facility in the community park. While some <br />residents expressed general concern regarding the proposed use, most comments were <br />related to potential traffic, and the location of the facility. <br />Regarding traffic, the Staples EIR includes and alternative for the ice facility which <br />analyzed traffic and other environmental matters. While traffic matters will be discussed <br />as part of the ice facility PUD process, it should be noted that, the park design <br />anticipates no through traffic from Stoneridge to Auto Mall Place, including through the <br />ice facility parking lot. Further, while some users accessing the facility from the <br />Stoneridge Drive may attempt to use parking designated for the community park, staff <br />assumes this parking will be signed to exclude this use. Based on EIR traffic analysis, <br />the ice facility will generate approximately 77 AM peak trips and 349 PM peak trips and <br />will not result in a reduced level of service or increased traffic delay at any of the <br />intersection impacted from the Staples development at existing plus approved <br />scenarios. <br />Concerns regarding facility location were related primarily to the fact that the location <br />had changed from the conceptual plan approved in July 2007 and that sitting <br />alternatives, including moving the facility east and south of the Fremont Land <br />development, should have been explored further. While the ice facility location included <br />in the conceptual plan was intended to depict that the proposed use could be <br />appropriately placed in the park, the design team considered a variety of factors before <br />proposing the ice facility at the southern end. Principally, placing it at the location <br />depicted in the Master Plan provides green, open gateways to the park from Stoneridge <br />Drive and Auto Mall Parkway. The southerly location also allows for a contiguous grand <br />lawn area between both the neighborhood and community parks, and avoids isolating <br />the two (2) sites.
