Chairperson Ellgas indicated that she did not wish to give up any park space, and would like to see access <br />to development on both Vineyard Avenue and Kottinger Drive. She would also like to see ajoint-use <br />community center, with separate parking areas for the seniors and the center. Commissioner Ellgas felt <br />confident that the City could maintain acottage-like atmosphere while building a modern new <br />development, and also felt that if tearing down Regalia House was necessary to accomplish this, then it <br />should be torn down. <br />Commissioner Ritter felt the Task Force had done a great job, and agreed with Mr. Fiedler's comment that <br />"it's not if, it's when" this change has to be made. He also agreed that making decisions about Kottinger <br />Place needed to also include decisions about Pleasanton Gardens, and what should be done with Regalia <br />House. Commissioner Ritter further discussed the parking issue, and thought it would be a key to having <br />a plan that did not eliminate park space. <br />Commissioner Kinzer liked the idea of not decreasing park space, especially since it is such a well used <br />park. He was concerned with impacts to parking for the facility and the park, and was somewhat <br />concerned about tearing down Regalia House; however, he would be amiable to considering that option. <br />Commissioner Kinzer also had concerns regarding amulti-use Community Center. <br />Commissioner Dibiase agreed with the other Commissioners that he did not want to relinquish parkland. <br />He had some concerns about joint-use of the Community Center. He liked the concept, but felt <br />implementation would be difficult given the amount of use at Regalia House. Commissioner Dibiase also <br />felt that shared parking could be an issue, and vehicular access from both Vineyard Avenue and Kottinger <br />Drive could be worked out. With regard to three-story buildings, he felt it might free up some real estate <br />that could be used for parking and an additional Community Center. <br />Commissioner Kummer raised questions regarding use of Regalia House, and whether those uses could be <br />accommodated somewhere else. He did not see the necessity of maintaining this as a historical building, <br />and could be swayed either way. Commissioner Kummer stated that he would definitely like to see access <br />from both Vineyard Avenue and Kottinger Drive. He also provided details of a conversation with a <br />Pleasanton Police Officer, who had advised him of a preference not to have shared parking. He would <br />also like to see the parking area lit. Commissioner Kummer stated that he liked the interaction of <br />Kottinger Place and the park, and would not like to lose any of the parkland. <br />Commissioner Pentin agreed with the other Commissioners about not losing park space; however, in <br />scenario 4.1, a total of .6 acre and 22 parking spaces are lost with Regalia House. He suggested that the <br />Commission direct the Task Force to look at another available plan that had not been presented at this <br />meeting, which encroaches on the park by .23 of an acre but leaves Regalia House and includes access <br />from Vineyard Avenue. Commissioner Pentin also suggested that the consultant do a little additional <br />work, and develop a plan that would work and meet everyone's needs. He expressed concerns about the <br />multi-use Community Center, and how seniors could be told that that they can't use the facility. He <br />agreed with Commissioner Kummer about the need to keep parking separate. <br />Mr. Bocian indicated that the Task Force was just beginning to look at the issues, were very aware of the <br />challenges, and very interested in hearing the comments and recommendations of the Commission. He <br />reviewed comments that he had heard, which included: 1) not to lose any park space, 2) the importance of <br />joint vehicle access from Vineyard Avenue and Kottinger Drive, 3) compatibility of the housing <br />Parks and Recreation Commission Minutes <br />October 11, 2007 <br />Page 6 <br />
