will hold for the 40 residents at the complex, which is in dire need of repair/renovation. He discussed the <br />need for combining with another facility to provide low-income housing for seniors, and increase the <br />number of available units. Mr. Henshaw commented on the need to keep the park and tackle the problems <br />related to Regalia House and the park entrance. He was concerned about meeting the needs of low- <br />income seniors in the community, if some kind of agreement to expand and improve the two (2) facilities <br />was not found. <br />Christine Steiner, (Task Force Member) 596 Hamilton Way -indicated that she had been a member of the <br />Housing Authority after Kottinger Place was built, and was involved with evaluating the project with the <br />architect. One of things to overcome was the feeling that the two (2) senior communities were different, <br />even though they both had been funded by HUD. Ms. Steiner indicated this was one of the reasons the <br />Task Force felt it was important to look at combining the projects and making them economically feasible. <br />She further discussed financing issues, how the Task Force had wanted to build and relocate seniors to the <br />Bernal Property, and relocating problems for seniors. Ms. Steiner also noted that the Task Force wants <br />only what is best for the community, and urged the Commission to think about what is best for the senior <br />residents. <br />Eric Hoff, 265 Kottinger Drive - is a 30-year resident of Kottinger Drive, next to Pleasanton Gardens. He <br />discussed parking issues at Pleasanton Gardens, and the need to keep Kottinger Village Park. Mr. Hoff <br />also stated that his family would not like to see three-story buildings built at this location. <br />John Weir, 414 Amaral Circle -advised that his house backs up to the park. He questioned how many <br />units the City is willing to build, while still keeping the park. Mr. Weir felt that the aging community of <br />Pleasanton would increase quickly with the baby-boomers; meaning more than 150 units for Seniors were <br />going to be needed. He questioned at what point it would be possible to keep the parks and still provide <br />affordable senior housing, and whether any other locations were considered. Mr. Weir suggested that the <br />City look at solutions that are not locked into these two (2) sites. <br />Wayne Couto, 302 Kottinger Drive -lives across from the park and Kottinger Place. Mr. Couto <br />appreciates the comments of Mr. Fiedler, and stated that his neighbors were committed to maintaining its <br />current environment and the seniors living in the area. He asked that the Commission and Task Force do <br />what is best to remain within the current boundary for the facility and not expand into the park, and <br />perhaps consider putting a new community center on the Pleasanton Gardens site. <br />Sherry Hoff, 265 Kottinger Drive -indicated the importance of taking care of our seniors, and not locate <br />them in a facility that isthree-stories high. Ms. Hoff discussed the need for locating Seniors in an ambient <br />property, but would not like to see any of the parkland decreased for this project. She had real concerns <br />about what would eventually be done with the Pleasanton Gardens site. <br />Chairperson Ellgas closed the meeting for public comment, and suggested a 10-minute break. <br />Chairperson Ellgas then thanked the speakers for attending the meeting and voicing their comments. <br />Mr. Wolfe reminded the Commission that its comments should be focused on impacts to the park size and <br />Regalia House only. <br />Parks and Recreation Commission Minutes <br />October 11, 2007 <br />Page 5 <br />
