development and the park, and 4) directing the Task Force to try and keep parking separate for the park
and the development.
Chairperson Ellgas provided details of multi-uses proposed for a Community Center for the Bernal
Property. Mr. Wolfe discussed staff's concerns about eliminating Regalia House and not having adequate
space for those activities. In a poll of the Commission, it was determined that two (2) would like to see
Regalia House remain, while four (4) were open to a joint-use facility. Commissioner Pentin again
stressed that scenario 4.1 meant giving up park space and would impact parking.
Mr. Wolfe asked if accommodating the parking and building on the footprint of 4.1 and having no
parkland affected, would the scenario still be acceptable. Commissioner Pentin felt that if the
Commission was going to give a consensus regarding the 4.1 scenario, then Mr. Bocian would need to
assure the Commission that it was going to occur. Mr. Wolfe felt that what Mr. Bocian needed to do was
go back to the Task Force and express what the Commission was looking for. Mr. Bocian agreed, and felt
that the scenario presented retained 4.23 acres of park, not withstanding the .6 acre that was Regalia
House and its parking. Mr. Wolfe confirmed that, assuming all issues could be worked out within the
footprint, there was support from at least four (4) of the Commissioners for ajoint-use facility.
Commissioner Kinzer further discussed the parking issue with staff.
Commissioner Dibiase questioned whether the Task Force had been chartered to look at any reallocation
of land between the facility and the park. Mr. Bocian advised that they had looked at many options, but
there had been concerns about losing visibility and access to the park from Vineyard Avenue.
Commissioner Pentin suggested that the next time a Subcommittee is needed, the matter of selecting
incumbents be addressed and that incumbents be encouraged to indicate they are anxious to continue
serving.
Parks and Recreation Commission Minutes
October 11, 2007
Page 7
