Mr. Bocian also discussed the site plan concerns, including: <br />• Potential long distances from units to parking lots; <br />• Need to replace park parking; <br />• Eliminating the Regalia House and related parking; <br />• Potential shared parking for the development and the park; and <br />• Resident concerns regarding redevelopment in general, based on the fact some buildings will be <br />multi-story and potentially have visual impacts on surrounding properties. <br />Potential site plan changes and issues identified by the Task Force included: <br />• Retain or replace existing park parking. Currently the park has 12 dedicated parking spaces, and <br />Regalia House has 10; <br />• Improved and consolidated tenant parking configuration; <br />• Develop a more clustered building design, creating more "communities" within the development; <br />• Study vehicular access through the development; <br />• Make the community building more accessible to the public; <br />• Evaluate the potential of three (3) stories, to minimize the footprint; and <br />• Identify public parking for the community building. <br />The Commission was advised that the Task Force was requesting comments on the proposed site plan, <br />with the understanding that it is not final, regarding: <br />• The potential for a joint use community building in lieu of the Regalia House; <br />• Joint access to the park and development through a shared drive; <br />• The potential for a shared park/development visitor parking lot; <br />• The overall compatibility/impact of the proposed development with Kottinger Village Community <br />Park. <br />Commissioner Pentin advised that, as the Commission's representative on the Task Force, he had been <br />attending meetings for the past couple of years. The reason for the proposed footprint is that it provides <br />the ability to phase the project and move residents within the phases. <br />Commissioner Pentin asked Mr. Bocian about Scenario 6, and whether this option was not under <br />consideration. He felt it offered more compatibility with the park. Mr. Bocian advised that the Task <br />Force's direction had been to bring the proposed scenario to the Commission and ask for its direction. <br />Commissioner Pentin expressed concerns with the proposed mix-use of the clubhouse that would replace <br />Regalia House in Scenario 4.1, and thought it would be difficult to tell seniors they could not use the <br />facility because it was needed for City programs. <br />Commissioner Dibiase had questions regarding the amount of time Regalia House is used. Mr. Wolfe <br />advised that the City uses it for drama rehearsals and for classes, and that it had recently been used by the <br />Veterans groups while the Veterans Memorial Building was being renovated. It is used mainly in the <br />afternoons and evenings, approximately 60% of available time. <br />Commissioner Kummer confirmed with staff that the plan being reviewed was conceptual. Mr. Wolfe <br />agreed that it was, but stated that this was the preferred Alternative of the Task Force.
