In February 2004, the Council approved the formation of a ten (10) member Kottinger Place Task Force, <br />charged with identifying solutions to address the long-term needs of the two (2) senior facilities. Areas of <br />consideration included significant maintenance/upgrade requirements, energy and accessibility <br />improvements, long-term financial stability, and senior oriented social amenities. After studying these <br />issues, the Task Force developed a number of project goals, including a focus on new housing <br />development together with the Council endorsed goals. <br />To assist with the project, the City Council executed an agreement with Christian Church Homes (CCH) <br />to prepare a report on how to proceed with the project. The report would provide information on a <br />number of issues, including: <br />• A detailed project financial proforma, including estimated development/construction costs and <br />project financing/funding; <br />• A program to address tenant relocation; <br />• A description of recommended project density, unit mix, and rent schedule; <br />• A recommendation regarding retaining any existing buildings on the site; <br />• Explore the potential for reorienting the project to front on Vineyard Avenue, which would involve <br />utilizing a portion of Kottinger Park, and convert some of the current Kottinger Place site to <br />parkland; <br />• Presentation of a preliminary site plan; <br />• Recommendation regarding the feasibility of consolidating Kottinger Place and Pleasanton <br />Gardens; <br />• Recommendation for ownership and property management structure; and <br />• Identification of potential funding sources for the project. <br />On July 16, 2007, the Task Force reviewed potential site plans, and selected an option for further <br />refinement. It also recommended that the Parks and Recreation Commission weigh-in on the selected <br />option, with the goal of providing feedback that could be used to prepare any necessary changes. The <br />changes would then be presented to the Commission for a second review, prior to forwarding the matter to <br />the City Council for additional direction. <br />Mr. Bocian reviewed with the Commission several slides detailing the Kottinger Place -Pleasanton <br />Gardens Senior Housing sites, and the proposed scenario. The recommended plan would be a two (2) <br />story, 150 unit development on the current Kottinger Place site; however, does not include the Pleasanton <br />Gardens site, which would be discussed at future Task Force meetings. He also provided additional <br />information regarding the City's Housing Authority, which owns the site. <br />The Task Force identified the following positive elements of the site plan concept: <br />• Provides a strong visual and physical merging of the development with the park; <br />• Little impact on the current facilities located at the Kottinger Village Community Park; <br />• Takes advantage of Kottinger Creek view amenities; <br />• Limits impact on residents residing on Kottinger Drive and Christina Court; <br />• Positive setting for the community building adjacent to the park; <br />• Accommodates a phased development, which is seen as imperative to controlling tenant relocation <br />expenses (which have a significant impact on the project's financial viability); and <br />• Visibility from Vineyard Avenue, creating a second facility access point. <br />Parks and Recreation Commission Minutes <br />October 11, 2007 <br />Page 2 <br />
