ENVIRONMENTAL ASSESSMENT <br /> <br />A negative declaration accompanies this report. Based on the <br />initial environmental study done for this project, it is the <br />staff's opinion that case PUD-86-3 would not have any significant <br />adverse effects on the environment. If your Commission concurs <br />with this environmental assessment, you must make the finding that <br />the negative declaration is appropriate for the project. The <br />finding must be made prior to taking action on the project itself. <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff recommends approval of case PUD-86-3 subject to the following <br />conditions: <br /> <br />1. That the development plan shall substantially conform to the <br /> plans, Exhibit A, on file with the Planning Department. <br /> <br />2. That the proposed perimeter block wall along the eastern <br /> property line be revised to a "Tomax" type design with a top <br /> row of cap blocks and that the wall panels be alternated <br /> between the smooth and rough sides, the final design and <br /> location to be approved by the Planning Director prior to <br /> issuance of a building permit. <br /> <br />3. That the proposed landscape plan be revised to include a <br /> series of pine fern (podocarpus gracilyor) type trees within <br /> the 5 ft. wide landscape strip along the eastern property <br /> line. The exact number and location of those trees shall be <br /> determined by City staff. <br /> <br />4. That the applicant be required to consolidate the two parcels <br /> prior to the issuance of any building permits. <br /> <br />5. That the landscaped strip along the eastern property line be <br /> increased to 5 ft. in width. <br /> <br />6. That red curbs and/or "No Parking" signs, as required by State <br /> law shall be installed along both sides of the on-site access <br /> driveway in order to maintain clear access at all times. All <br /> of these fire lane restrictions shall be done to the <br /> satisfaction of the Fire Marshal. <br /> <br />7. That the uses for the project site shall be limited to those. <br /> permitted and conditionally permitted within the Commercial <br /> Service Zoning District except for mini-storage uses which <br /> shall be a permitted use. <br /> <br /> - 8 - <br /> <br /> <br />
