. A tight clustering of buildings allows for open space and minimal walking distances <br />throughout the development. <br />. The three story buildings are centrally located to minimize impact on the adjacent <br />properties and the neighborhood. <br />. The community building is centrally located and easily identifiable from Vineyard <br />Avenue. This building would include a "City" room available for functions currently <br />held at the Regalia House. <br />. Minimizes the need for tenant relocation by utilizing land currently housing the <br />Regalia House for new units. <br />. Retains a sense of open space outside of the community building's rear entrance. <br />. Adequate open space throughout the development allows for design of landscaping, <br />screening, and related improvements providing harmonious transitions and shielding <br />for neighboring properties. <br />. Buildings are setback from Kottinger Drive. <br />. Allows vehicular access from both Kottinger Drive and Vineyard Avenue while <br />addressing concerns about through traffic. <br />. A circulation system that minimizes traffic movements, separate pedestrian and auto <br />circulation, and safe access to the site. <br />. Does not encroach on Kottinger Community Park or Park parking. <br />. Addresses the concerns raised by the Parks and Recreation Commission. <br />The development will not include the current Pleasanton Gardens site, and it is <br />assumed that this site will be redeveloped at a later date following approval of the <br />Kottinger development plan. The City anticipates working closely with Pleasanton <br />Gardens on this redevelopment effort. <br />Some of the remaining concerns identified by the Task Force regarding this plan <br />include: <br />• Some neighbors have expressed concern with three story buildings. <br />• Requires additional parking analysis. <br />. Replacement of recreational meeting space provided in the Regalia House with a <br />"City Room" incorporated into the development community building requires <br />additional review and design to determine appropriate sizing, funding, uses, etc. <br />• Water infrastructure currently running through the project will need to be relocated. <br />(City Public Works staff has indicated the relocation is feasible.) <br />. Fire/ emergency access will need to be evaluated and may lead to some design <br />changes. <br />. Review of construction phasing to assure site access and constructability, as well as <br />minimal impact of current tenants and relocation expenses. <br />.
