DISCUSSION <br />To date the primary issues related to the conceptual site plan concern the use of land <br />currently used by the Regalia House, impacts on Kottinger Community Park and the <br />visual impact of a three story development. Regarding the impact on the park, the Task <br />Force and the Parks and Recreation Commission have worked cooperatively to assure <br />that the design will not encroach on parkland or limit park uses and activities. A <br />summary of the other issues is as follows: <br />Regalia House <br />As a bit of history, the Regalia House was constructed in the 1940's as part of the <br />military base that was on the site previously. In 1956, the City entered into a lease <br />agreement for it exclusive use with the Pleasanton Women's Club. The Women's Club <br />used the building for its meetings and fund raising activities, and occasionally entered <br />into temporary subleases for short term uses such as workshops, training classes, and <br />small social events. In 1993, the City assumed responsibility programming the building <br />and it has since been used for a range of activities including classes, social activities <br />such as bingo and card playing, day care and workshops. The building was recently <br />occupied by the Veterans groups that were displaced as result of renovation of the <br />Veterans Memorial Building on Main Street. Currently, the building is used for <br />occasional social events and short term classes. <br />The recommended site plan concept (Attachment 1) includes a portion of a two story <br />structure with approximately 28 units in the area currently used for the Regalia House <br />and Regalia House Parking. This use of this site for the new housing development will <br />minimize the need to temporarily relocate some Kottinger Place tenants by allowing <br />them to remain in place during an initial phase of project construction. While the <br />proposed second construction phase will require removal of existing Kottinger Place <br />units, the property manager anticipates managing vacancies at both Pleasanton <br />Gardens and Kottinger Place to minimize the number and duration of temporary tenant <br />relocations. A final relocation plan and strategy, as well as the cost impact will be <br />completed once a the final building design, financing, and construction schedule has <br />been approved. The temporary tenant relocation process and impact has been of <br />primary concern to the Task Force since the start of the project and it has worked with <br />CCH to select a relocation specialist to assist with this analysis <br />To compensate for the removal of the Regalia House, the Task Force proposes to <br />incorporate a "City Room" in the new project's community building for use by the project <br />and City with priority scheduling being granted to the City related activities. The Task <br />Force has focused on the use of the Regalia House site for a number of reasons <br />including: <br />.
