BACKGROUND <br />In November 4, 2003, the Council authorized staff to begin studying the potential for the <br />replacement, expansion and/or renovation of Kottinger Place, which is a 50-unit <br />affordable senior facility owned by the Housing Authority of the City of Pleasanton <br />located at 240 Kottinger Drive and Pleasanton Gardens, which is a privately owned 40- <br />unit affordable senior development located at 251 Kottinger Drive. A visual of the area is <br />included as Attachment 3. <br />To assist with this project, in February 2004, the Council approved the formation of a <br />ten member Kottinger Place Task Force (Task Force). The Task Force's membership <br />includes 5 at-large members, 2 members from the Housing Commission, 2 members <br />from the Board at Pleasanton Gardens and 1 member from the City Parks and <br />Recreation Commission (Commission). The Task Force roster is included as <br />Attachment 4. <br />The project was initiated by a group of local residents concerned about the long-term <br />physical viability of Kottinger Place and Pleasanton Gardens, the perceived need to <br />improve tenant living conditions and an interest in developing additional affordable units <br />to address a community need. While the initial project focus was related to identifying <br />solutions to address the long-term needs, including significant maintenance/upgrade <br />requirements, energy and accessibility improvements, long-term financial stability <br />(particularly for Kottinger Place) and senior oriented social and unit amenities, after <br />studying these issues, the Task Force developed a number of project goals including <br />placing its focus on a new housing development. A listing of Task Force and City <br />Council endorsed goals is included as Attachment 5. <br />To assist with this project, the City Council entered into an agreement with CCH to <br />direct the planning/predevelopment process. The Council may recall that with other <br />affordable housing projects such as the Park View Assisted Living Project and the <br />Promenade, the City selected adeveloper/owner to direct the planning/predevelopment <br />and development processes early in the planning stages of development. However, due <br />to the uncertainty of this development effort moving forward and the multiple parties <br />involved (City of Pleasanton, The Housing Authority of the City of Pleasanton and <br />Pleasanton Gardens), it was determined that selection of a developer will be addressed <br />after completion of a project concept, financing plan, site plan and general project <br />design and ownership structure had been completed.
