17 <br />THE CITY OF <br />j~L~E~S~4NTONo <br />CITY COUNCIL AGENDA REPORT <br />June 3, 2008 <br />Assistant City Manager <br />TITLE: APPROVAL OF THE CONCEPTUAL SITE PLAN FOR THE <br />REDEVELOPMENT OF KOTTINGER PLACE AND AUTHORIZATION <br />TO PROCEED WITH FINANCING PLAN AND ADDITIONAL FACILITY <br />DESIGN <br />SUMMARY <br />The City Council has formed the ten-member Kottinger Place Task Force (Task Force) <br />to explore the potential for developing a new senior housing development on the site <br />currently housing the City's 50-unit Kottinger Place senior development located at 240 <br />Kottinger Drive. The project concept includes the development of 150-units that will <br />house tenants currently residing at Kottinger Place and Pleasanton Gardens located at <br />251 Kottinger Drive into a single modern facility. Recently, the Task Force has <br />approved a conceptual site plan for the proposed new development and it is seeking <br />City Council approval of the site plan and authorization to proceed with project planning. <br />The conceptual site plan was also approved by the Parks and Recreation Commission <br />as it relates to its interfacing with Kottinger Community and the City's Regalia House. <br />RECOMMENDATION <br />1. Approve the recommend conceptual site plan (Attachment 1) and authorize the <br />Task force to work toward developing a final project plan including a draft <br />financial pro forma and ownership structure for the proposed 150-unit senior <br />housing development; <br />2. Approve Amendment #1 to the Professional Services Agreement with Christian <br />Church Homes (CCH) dated July 18, 2006 (Attachment 2) for an amount not to <br />exceed $35,000 for additional architectural design and administrative services <br />that exceed those included in their current agreement. <br />FINANCIAL STATEMENT <br />In July 2006, the City Council approved an agreement with Christian Church Homes <br />(CCH) for an amount not to exceed $150,000 to direct the planning/predevelopment <br />effort for this project. This agreement's scope of work included architectural services for <br />the development of the project conceptual site plan. Assuming the City Council <br />approves staff recommendation, additional cost in the amount of $35,000 will be needed <br />to meet additional architectural service to develop building elevations and visuals to <br />assist with analyzing the three story building concept. Funding for this amendment will <br />come from the City Lower Income Housing Fund (271900). <br />
