Enqineerinq Advice. For a park with limited development, there are few <br /> specific engineering issues to be addressed. However, as noted above <br /> we will need some experienced advice relative to the type of surfacing <br />· . and drainage requirements of the existing ranch road system. I am <br /> pleased we will be working with Roger Fry, Associate and Principal <br /> Engineer with Camp Dresser & McGee of Walnut Creek. As you know, Roger <br /> is already familiar with the City of Pleasanton, having recently <br /> completed work related to the City's water system. His sensitivity to <br /> the environmental impacts of various types of improvements will be most <br /> helpful in our plan analysis. He will be Joined, as needed, by Senior <br /> Engineer David E. Mattern. Copies of their qualifications summaries are <br /> enclosed for your information. <br /> <br /> Work Proqrem <br /> <br /> We view environmental planning and design as an itsretire process of <br /> refinement; moving from the general to the specific end from existing <br /> conditions to the future Plan. In this way conceptual Master Plans can <br /> be developed from preliminary data and circulated for staff and public ' <br /> reaction early in the process. As additional data end comments are <br /> received, modifications of the plan will be made until the moat <br /> acceptable plan is developed. <br /> <br /> We have divided the projects into the four major tasks listed below. <br /> <br /> MOBILIZATION/DATA COLLECTION. After initial mobilization, the team will <br /> begin to collect all relevant data on existing conditions and <br /> constraints for each site, including vegetation, habitat, existing <br /> facilities, access, and applicable public plans. Pertinent local and <br /> regional agencies, citizens and groups will be contacted. We will <br /> attend and assist the City at an initial public input meeting. <br /> <br /> INVENTORY & ANALYSIS. The data gathered above will be organized and, <br /> where appropriate, mapped on uniform scale base maps. These data, along <br /> with design assumptions, will be analyzed in order to identify site <br /> constraints and opportunities. This analysis will form the basis for <br /> the development of the final program for the park, in which the specific <br /> goals, objectives and design concepts for the site will be determined. <br /> <br /> MASTER PLAN PREPARATION. Early in this stage several concept plans will <br /> be prepared for review by staff and the public. The environmental data <br /> submission for the City'e Negative Declaration will be completed. The <br /> plans will be modified as necessary and the narrative reports with cost <br /> estimates and schedules will be prepared. <br /> <br /> REVIEW & APPROVAL. The plans will be presented first to the Park &' <br /> Recreation Commission for review, public comment and approval. Any <br /> appropriate changes will be made before the submittal to the Planning <br /> Commission 'for action on the Negative Declaration. Final review and <br /> approval will be by the City CoUncil. <br /> <br /> - 2 <br /> <br /> <br />
