Our work in these areas is summarized as follows:

HOPYA~LI-580

Until November 1985 our time on the Hopyard pro3ect was minimal. In
November 1985, at the request 'of the City, Pat Flynn was assigned to
work on the Hopyard pro3ect. To date, most of his time has been spent
coordinating the work of Bissell and Karn, TJKM, Oliver de Silva and
City staff with Caltrans District 4. This included such items as work
on the MOU and Cooperative Agreements, preparation of critical path
schedules, pursuing temporary traffic control measures and developing
strategies to expedite completion of the pro3ect.

In addition to the above, Smith, Gray and Company assisted Bob Warnick
and City staff in the consultant selection process thaf ultimately led
to the retention of Bissell and Karn to design the,Phase II portion of
the Hopyard pro3ect.

NORTH PLEASANTON IMPROVEMENT DISTRIC~.,(~PID_J_

During the early months of our contract with the City, I worked closely
with Mark Thomas, City staff, the numerous property owners and Caltrans
on a variety of issues related to formation of both phases of the NPID.
We helped coordinate and support Mark Thomas at a series of public
hearings on the NPID and worked with MTC, Caltrans and the FHWA on a
variety of related issues.

CH2M HILL

From April 1985 through November 1985, Smith, Gray and Company assisted
the City and coordinated the consultant selection process that
ultimately resulted in the selection of CH2M Hill to prepare the
environmental documentation for the Hacienda Drive, Stoneridge Drive,
and Santa Rita Road interchange pro3ects.

Since then, we have been working closely with CH2M Hill, attending
Project Development Team (PDT) meetings, reviewing their work, etc.

INTERCHANGE FINANCING

Both D. J. Smith and I have spent time from August 1984 through
November 1985 working with the City of Dublin, Alameda County, and the
California Transportation Commission (CTC) on the issue of additional
state funding for the freeway interchanges.

MISCELLANEOUS

Work under this area, amounting to 8 percent of the total, involved
meetings with staff on various items that were not necessarily related
to the NPID. Former Public Works Director, Bob Warnick, requested
advice and assistance on issues such as the Southern Pacific Railroad
right of way, Valley Avenue extension and other non-freeway related
issues.
