The scope of services in our original contract did not anticipate the <br />need to provide an intensive full time project manager for the <br />projects. It is now apparent that a more aggressive effort to manage, <br />coordinate and expedite the freeway designs, Caltrans review process <br />and the construction of each interchange project is now necessary. <br />Project management services for the NPID freeway work was anticipated <br />by the Engineer of Work for the Assessment District (Mark Thomas) and <br />funds have been included in the Engineer's Report for the assessment <br />district (freeway portion). <br /> <br />In response to the City's request for immediate action, Smith, Gray and <br />Company has responded by aggressively pursuing the following: <br /> <br /> 1. Caltrans approval of Bissell and Karnrs design for stage 1B <br /> of the Hopyard Road project. We are looking to initiation of <br /> construction activity as soon as possible a~d completion of <br /> the project by the fall of 1987. <br /> <br /> 2. Caltrans and FHWA approval of a FONSI to satisfy the NPID <br /> environmental requirements as well as approval of the new <br /> freeway connections on 580 and 680 at Stoneridge Drive and <br /> Hacienda Drive. <br /> <br /> 3. Initiation of design activities on the Stoneridge Drive <br /> project so construction can begin in the Spring of 1987. <br /> <br /> 4. Working with Dublin, Alameda County and LAFCO-relative to <br /> formation of a Benefit District on north side of 1-580 in <br /> Alameda County. <br /> <br /> 5. Initiating a public information program for the Hopyard <br /> project as well as the other interchange projects. <br /> <br /> 6. Stationing of traffic control officers at the Hopyard/I-580 <br /> off ramps. <br /> <br />In order to facilitate our work on these projects and be responsive to <br />the City's needs, we have opened an office in Pleasanton. Under the <br />direction of Bill Gray, Pat Flynn, Vice President, has been assigned as <br />the full time Project Manager on the Hopyard Road project. Pat will <br />also be available to work on the other freeway projects as well. You <br />should also be aware that we are in the process of recruiting and <br />retaining one (and possibly two) additional engineers to work on the <br />Pleasanton projects. At present, we anticipate that Bob Keller, a <br />former Chief Engineer with Caltrans District 4, will be working with us <br />on these projects within the next month or so. <br /> <br />Smith, Gray and Company is prepared to provide project management <br />services to the City of Pleasanton (beyond those tasks described above) <br />as described below: <br /> <br />1. Project Development - This task involves managing the preparation <br /> and submittal of the numerous design and report documents required <br /> <br /> <br />
