1. Training and opportunities: <br /> <br />The project staff will become knowledgeable through initial training <br />and on-going supervision. An Operating Manual will be developed <br />which will include detailed policy requirements and procedures. <br />Administrative and management staff members will attend at least one <br />training session offered by the Department of Housing and Urban <br />Development as part of his/her training when available. In addition, <br />for initial staff training regarding the HUD requirements, etc., a <br />consultant specializing in HUD policies, procedures and regulations <br />will be retained to train staff, if required. <br /> <br />PLANS AND PROCEDURES FOR PUBLICIZING AND ACHIEVING OCCUPANCY <br /> <br />A. A referral service from local social service agencies will be <br />established. Word-of-mouth advertising will also be used. Flyers <br />will be made available at the Senior Center. <br /> <br />B. Affirmative marketing practices will be utilized. <br /> <br />C. A site office will be maintained to accept and process <br />applications from potential residents. <br /> <br />D. All qualified applicants will be shown a unit prior to making a <br />formal application. If more than one unit is available for <br />occupancy, they will have a choice and can determine which unit they <br />prefer. <br /> <br />E. A pre-occupancy conference will be conducted prior to occupancy <br />between the new resident and the project manager. <br /> <br />F. The Housing Manager or Director will determine if the applicant <br />is eligible and meets guidelines as set forth by HUD. If the <br />applicant meets these criteria he/she will be approved by the Manager <br />or Director. Therefore, the Manager or Director has a final <br />responsibility for selection of the resident. <br /> <br />PLANS AND PROCEDURES FOR DETERMINING TENANT ELIGIBILITY AND FOR <br />CERTIFYING AND RECERTIFYING INCOMES <br /> <br />A. The Housing Manager shall be responsible for determining if a <br />resident is eligible and certifying the eligibility. The Manager <br />will also maintain a "tickler" file for recertification and will be <br />responsible for that function. <br /> <br />B. The Housing Manager will be trained on the certification and <br />recertification requirements necessary or, should trained staff not <br />be available, the City will provide training opportunities and retain <br />a consultant to meet interim responsibilities. <br /> <br /> - 3 - <br /> <br /> <br />
