Other components of the proposed Management Plan are fairly <br />routine and deal primarily with services offered clients, <br />resident manager relations, rent collection procedures and the <br />maintenance program. <br /> <br />The plan proposed should allow a smooth transition with little <br />disruption to residents. <br /> <br />Summary <br /> <br />The proposed Kottinger Place Management Plans proposes that the <br />City of Pleasanton contract to operate Kottinger Place with city <br />work forces. A total work force of 2.20 staff is proposed which <br />would include a half-time Housing Manager that would either at <br />time of hire meet HUD requirements or take necessary training to <br />meet HUD requirements. <br /> <br />The annual budget estimate indicates the project would operate <br />with a $18,211 deficit if managed by the City. As HUD subsidy is <br />not available, City subsidy would be required. One time only <br />start-up costs are estimated to be $22,750. <br /> <br />Staff Recommendation <br /> <br />Staff recommends the City Council review the proposed Kottinger <br />Place Management Plan and take any action they consider <br />appropriate. <br /> <br />Respectfully submitted, <br /> <br />Dolores Bengtson, Director James R.
