Start Up Expenses - Estimate

Building Maintenance - inventory/service - 400 hr. $ 6,950
Park Department equipment needed 5,000
to meet special area needs
Office Furniture/supplies 500
Custodial equipment 300
Micro computer and software as per 10,000
Finance Department needs

Total Identified Start-up Costs $22,750

If the estimated budget is correct, it appears Kottinger rents
will not support the expenditures if responsibility for the
project is transferred to the City of Pleasanton. The estimated
costs are estimates only and could change considerably based on
the success of the City in initially attracting a certified
property manager fully trained in HUD procedures. Should the
City be required to hire an employee that will need to attend
training programs to become fully certified, it will be necessary
to retain a Certified Manager on an interim basis to meet HUD
requirements which would, of course, increase the budget
requirements.

Management Plan Proposed

The attached Kottinger Place Management Plan proposes that the
City of Pleasanton will be the contractor to manage and operate
the facility. The plan estimates the amount of time city staff
will spend servicing the project and the cost of that time.

Staff % of Time Annual Expenditure
(including benefits)

Director 5% $ 4,732
Housing Manager 50% 18,900
Govt. Worker 50% 16,000
Account Clerk 5% 1,350
Accountant 5% 1.890
Manager Aide --- Free Apartment

The Management Plan notes that all personnel would be employees
of the City of Pleasanton and subject to the City of Pleasanton's
personnel policies and regulations. The plan notes that special
employee qualifications, as required by HUD, will be met or a
consultant retained on an interim basis. This information, plus
a copy of the job descriptions for the staff who will be
servicing the project, should assure HUD that properly trained
and qualified staff will be available.

- 3 -
