Start Up Expenses - Estimate <br /> <br /> Building Maintenance - inventory/service - 400 hr. $ 6,950 <br /> Park Department equipment needed 5,000 <br /> to meet special area needs <br /> Office Furniture/supplies 500 <br /> Custodial equipment 300 <br /> Micro computer and software as per 10,000 <br /> Finance Department needs <br /> <br /> Total Identified Start-up Costs $22,750 <br /> <br />If the estimated budget is correct, it appears Kottinger rents <br />will not support the expenditures if responsibility for the <br />project is transferred to the City of Pleasanton. The estimated <br />costs are estimates only and could change considerably based on <br />the success of the City in initially attracting a certified <br />property manager fully trained in HUD procedures. Should the <br />City be required to hire an employee that will need to attend <br />training programs to become fully certified, it will be necessary <br />to retain a Certified Manager on an interim basis to meet HUD <br />requirements which would, of course, increase the budget <br />requirements. <br /> <br />Management Plan Proposed <br /> <br />The attached Kottinger Place Management Plan proposes that the <br />City of Pleasanton will be the contractor to manage and operate <br />the facility. The plan estimates the amount of time city staff <br />will spend servicing the project and the cost of that time. <br /> <br />Staff % of Time Annual Expenditure <br /> (including benefits) <br /> <br />Director 5% $ 4,732 <br />Housing Manager 50% 18,900 <br />Govt. Worker 50% 16,000 <br />Account Clerk 5% 1,350 <br />Accountant 5% 1.890 <br />Manager Aide --- Free Apartment <br /> <br />The Management Plan notes that all personnel would be employees <br />of the City of Pleasanton and subject to the City of Pleasanton's <br />personnel policies and regulations. The plan notes that special <br />employee qualifications, as required by HUD, will be met or a <br />consultant retained on an interim basis. This information, plus <br />a copy of the job descriptions for the staff who will be <br />servicing the project, should assure HUD that properly trained <br />and qualified staff will be available. <br /> <br /> - 3 - <br /> <br /> <br />
