(Ord. 1951 § 1 (Exh. A), 2007; <br />Ord. 1374 § 2 (part), 1989) <br />17.08.020 Findings of fact. <br />A. The flood hazard areas of the City <br />may be subject to periodic inundation <br />which may result in loss of life and prop- <br />erty, health and safety hazards, disruption <br />of commerce and governmental services, <br />extraordinary public expenditures for flood <br />protection and relief, and impairment of <br />the tax base, all of which adversely affect <br />the public health, safety and general wel- <br />fare. <br />B. These flood losses are caused by the <br />cumulative effect of obstructions in areas <br />of special flood hazards which increase <br />flood heights and velocities, and when in- <br />adequately anchored, impair uses in other <br />areas. Uses that are inadequately flood- <br />proofed, elevated or otherwise protected <br />from flood damage also contribute to the <br />flood loss. (Ord. 1951 § 1 (Exh. A), 2007; <br />Ord. 1374 § 2 (part), 1989) <br />17.08.030 Purpose. <br />It is the purpose of this chapter to pro- <br />mote the public health, safety and general <br />welfare, and to minimize public and pri- <br />vate losses due to flood conditions in spe- <br />cific areas by provisions designed: <br />A.
