17.08.030 <br />C. To minimize the need for rescue and <br />relief efforts associated with flooding and <br />generally undertaken at the expense of the <br />general public; <br />D. To minimize prolonged business <br />interruptions; <br />E. To minimize damage to public fa- <br />cilities and utilities such as water and gas <br />mains, electric, telephone and sewer lines, <br />streets and bridges located in areas of spe- <br />cial flood hazard; <br />F. To help maintain a stable tax base by <br />providing for the second use and develop- <br />ment of areas of special flood hazard so as <br />to minimize future flood blight areas; <br />G. To insure that potential buyers are <br />notified that property is in an area of spe- <br />cial flood hazard; and <br />H. To insure that those who occupy the <br />areas of special flood hazard assume re- <br />sponsibility for their actions. (Ord. 1951 § <br />1 (Exh. A), 2007; Ord. 1374 § 2 (part), <br />1989) <br />17.08.040 Methods of reducing flood <br />losses. <br />In order to accomplish its purposes, this <br />chapter includes methods and provisions <br />for: <br />A. Restricting or prohibiting uses which <br />are dangerous to health, safety and prop- <br />erty due to water or erosion hazards, or <br />which result in damaging increases in ero- <br />sion or in flood heights or velocities; <br />B. Requiring that uses vulnerable to <br />floods, including facilities which serve <br />such uses, be protected against flood dam- <br />age at the time of initial construction; <br />C. Controlling the alteration of natural <br />floodplains, stream channels, and natural <br />protective barriers, which help accommo- <br />date or channel floodwaters; <br />D. Controlling filling, grading, dredg- <br />ing, and other development which may <br />increase flood damage; and <br />E. Preventing or regulating the con- <br />struction of flood barriers which will un- <br />naturally divert floodwaters or which may <br />increase flood hazards in other areas. A), 2007; Ord. 1374 § 2 <br />(part), 1989) <br />17.08.050 Definitions. <br />Unless specifically defined in this sec- <br />tion, words or phrases used in this chapter <br />shall be interpreted so as to give them the <br />meaning they have in common usage and <br />to give this chapter its most reasonable ap- <br />plication: <br />A. "Appeal" means a request fora re- <br />view of the floodplain administrator's in- <br />terpretation of any provision of this chapter <br />or a request for a variance. <br />B. "Area of shallow flooding" means a <br />designated AO or AH zone of the Flood <br />Insurance Rate Map (FIRM). The base <br />flood depths range from one (1) to three (3) <br />feet; a clearly defined channel does not <br />exist; the path of flooding is unpredictable <br />and indeterminate; and velocity flow may <br />be evident. <br />C. "Area of special flood hazard" see <br />"Special flood hazard area." <br />D. "Area of special mudslide (i.e., mud- <br />flow) hazard" means the area subject to <br />severe mudslides (i.e., mudflows). The <br />area is designated as Zone M on the Flood <br />Insurance Rate Map (FIRM). <br />E. "Base flood" means the flood having <br />a one-percent (1 °Io) chance of being <br />425 (Pleasanton Supp. No. 19.9-07) <br />
