Construction related services and additional design work -ELS Architecture and Urban <br />Design <br />In addition to the agreement for construction management services, staff is also <br />recommending the City Manager execute an amendment to the existing ELS agreement <br />to provide additional required design and construction related services. <br />The original contract for architectural design and construction phase services with ELS <br />was executed on July 1, 2004. The contract included a work plan that assumed a <br />15,000 sq. ft. building with construction slated to begin by summer 2005. Since that <br />time, however, a number of unforeseen program changes and circumstances occurred <br />that have required additional time and design work to accommodate. These include: <br />Revisions in the size and programming scope of the facility, as developed by the <br />Council-appointed Firehouse Arts Center Task Force, have resulted in increased <br />building design with additional gallery space and support amenities <br />The facility's proximity to the Alameda County Transportation Corridor and <br />consequent building code design requirements and design strategies <br />. Additional environmental and green building considerations and requirements <br />Inclusion of design elements to support public art <br />. Additional geotechnical reports and structural analysis, etc. <br />Permitting process, and other additional assistance not identified in original <br />design agreement <br />Costs for the unanticipated design services described above amount to $321,916. In <br />order to issue the bid documents to take advantage of the current competitive bid <br />environment, design services by the architects was authorized. <br />Staff recently met with the architects to review the construction administrative services <br />required for the project. These services include weekly on-site construction meetings <br />once construction has started, production of field reports as a result of site visits, review <br />of shop drawings, submittals, the issuance of design revisions and clarifications as <br />needed. ELS will be expected to be available to interpret drawings and assist with <br />maintaining quality control. The architect will also prepare drawings associated with <br />change orders and field directives in coordination with the construction manager. <br />Lastly, ELS will develop a punch list, conduct additional site visits and review post <br />construction submittals as required. The cost for these services including sub- <br />consultants is $515,910. Therefore, the total value of the amendment is $837,826; <br />however, invoices are submitted based on actual time accrued. The revised scope of <br />services will be finalized for the City Manager's review and approval in the next few <br />weeks. <br />The total project budget is anticipated to be $15 million. This estimate will be further <br />refined once the bids are received in May 2008. At that time, staff intends to provide a <br />formal project funding plan in conjunction with the awarding of the construction contract. <br />Page 4 of 5 <br />
