held in late February. Over the longer term, PCAF hopes to raise a total of $3-5 million <br />to contribute both to the capital campaign to build the Firehouse Arts Center as well as <br />to support the arts in Pleasanton for years to come. <br />In addition to the efforts of the PCAF, Pleasanton residents Nancy and Gary Harrington <br />have proposed to donate to the Center two 20-30 ft. glass marquees, to be located at <br />the east and west entrances. The glass marquees, whose value is estimated to be in <br />excess of $150,000 when completed, were designed by renowned international glass <br />artist, Martin Donlin. Attached to this report are the renderings of the marquees <br />selected for the Firehouse Arts Center (Attachments 2 and 3). Signage at both east and <br />west entrances of the facility will also be a public art project. Oakland artist Jill Turman <br />was selected by an advisory committee representing the Civic Arts Commission, <br />Pleasanton Downtown Association, and other interested parties. <br />DISCUSSION <br />Construction management -O'Connor Construction Management, Inc. <br />As part of the project design, staff analyzed the process for providing construction <br />management services and determined that professional contract services offer the best <br />alternative for meeting project construction management. This decision is based on a <br />number of factors including a high level of specialty construction and equipment specific <br />to theater projects, a significant number of other city projects requiring City staff <br />resources, extensive demolition, abatement of hazardous materials, historic <br />preservation and the significant financial value of the project that warrants <br />comprehensive and ongoing regular supervision. As a result of this need, on December <br />4, 2007, staff circulated a request for proposals (RFPs) to provide comprehensive <br />construction management services. A total of seven proposals received were reviewed <br />by a staff committee. Based on this review, staff is recommending O'Connor <br />Construction Management, Inc as the most qualified to provide the required services. <br />O'Connor has significant experience in construction management including experience <br />with historical buildings, sustainable design features, theaters and art galleries. <br />As indicated in the attached agreement, (Attachment 1), O'Connor will provide a full <br />scope of services including: <br />. Abatement of hazardous materials <br />Specialty inspections <br />Budget control <br />. Daily supervision of construction activities <br />. Coordination of regular construction meetings including preparation of agenda <br />and minutes <br />. Coordination of request for information and material submittals <br />Processing change orders (with staff approval) <br />Cost of these services in based on time and material bases for an amount not to exceed <br />$472,660. <br />Page 3 of 5 <br />
