Mr. Erickson advised that a total of sixteen (16) applications for CDBG funds were received by the <br />February 4, 2008 deadline. He advised that Commissioners were provided with a composite table <br />summarizing all sixteen applications and a table listing funding applications received by the City of <br />Livermore. It was noted that ten (10) applications were to be reviewed by this Commission and the <br />remaining six (6) will be reviewed by the Housing Commission at their March 20 meeting. <br />The Commissioner was further advised that HUD had notified the City that its funding allocation for FY <br />2008 (2008-09) was to be $274,681, a 3.9% decrease over the previous year. As specified by HUD, all <br />projects or activities receiving CDBG funding must primarily benefit low-income households, and meet <br />several criteria requirements, i.e. Public Improvements/Economic Development, Housing Rehabilitation, <br />New Construction, and Fair Housing. Mr. Erickson further discussed funding amounts for the three main <br />categories based on HUD regulations would be $178,543 for Capital/Rehab, $41,202 for Public Services, <br />and $54,936 for Administration. <br />Mr. Erickson provided details of staff s recommendation to allocate $21,474 for mandatory debt service <br />for the Section 108 loan that was issued in 2002 for the acquisition and rehabilitation of the Family Crisis <br />Center (now known as Sojourner House) in Livermore, making this the sixth of eleven annual loan <br />payments. He also commented on the request by Open Heart Kitchen for $2,500 (below the City's $5,000 <br />minimum allocation policy) to repair four pieces of equipment in the commercial kitchen at Ridge View <br />Commons senior housing complex and the complex management agreeing to work with OHK staff to <br />implement these repairs through other funding options. <br />Chairperson Lambert opening the Public Hearing at 7:20 p.m. <br />Axis Community Health -Women's Health Center, Sue Compton -advised that Axis provides health <br />services to the low income and is seeing $100,000 to support construction of a Women's Health Clinic at <br />the Railroad Avenue site by converting a 1,400 square foot office space into athree-examination room <br />obstetrical suite. The total estimated budget for this project is $511,076 with a total of $211,121 currently <br />allocated in CDBG funds. <br />Ms. Compton advised that Axis is currently enrolling between 200-250 new patients each month and are <br />in desperate need of more space. Prenatal is a large part of their program and approximately 25% of all <br />deliveries at Valley Care Hospital are patients from Axis. She advised that Axis was hoping to start this <br />project around November 2008 and have everything finished by spring 2009. <br />Commissioner Nagler discussed with Ms. Compton the possibility of increased operating costs once the <br />project was complete. She advised that she did not believe this would be a problem because of <br />governmental/MediCal funds received. <br />Axis Community Health -Access to Health Care for Uninsured Pleasanton Families, Carol Beddome - <br />advised that funding was being requested to help coordinate a program that would offer access to health <br />care for uninsured Pleasanton families. The funds would allow the agency to hire an Eligibility Support <br />Specialist to assist uninsured patients in the program.
