about not knowing since this is a City-run program. <br />Commissioner Hodgett asked about repayments on some of the loans made through the <br />Housing Rehabilitation Program. Mr. Erickson advised that residents are not required to <br />pay their loans back until the home sells, and then funds are recycled back to the <br />program. He further advised that $100,000 in HOME funds have been allocated to <br />Neighborhood Solutions and have not yet been expended. <br />Commissioners also had questions regarding staffs recommendation of zero funding for <br />Bay Area Community Services' rehab project for the Woodroe Place housing facility in <br />Hayward. Mr. Erickson advised that the project had not been rated favorably because of <br />its location. He also noted that no funding recommendation was being made by staff for <br />ECHO's Reverse Mortgage program, but the program will be able to continue because of <br />available unused carry-over funds from last year's allocation. <br />Chairperson Stark reviewed comments within the staff report regarding allocation of <br />LIHF for Neighborhood Solutions, and supporting the $5,000 allocation for ECHO's <br />housing counseling services as recommended by the Human Services Commission. <br />A motion was made by Commissioner Harris, seconded by Commissioner Jones, <br />recommending to City Council approval of the CDBG funding allocations as <br />recommended by staff in the March 20, 2008, staff report. <br />ROLL CALL VOTE: <br />AYES: Commissioners Harris, Hodgett, Jones, and Chairperson Stark. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Chairperson Stark thanked everyone for their input and for attending the meeting. <br />Page-2- <br />
