That the developer shall provide water, storm drain and <br />sanitary sewer, to City Standards, to serve this development. <br />These systems shall be accepted by the City and be publicly <br />maintained. The on-site sewage disposal systems serving the <br />existing residences shall be discontinued. <br />20. That all uses and site standards for the residential lots <br />shall be those of the R-1-5500 zoning district; uses and site <br />standards for the church site shall allow churches as a <br />permitted use with all other uses those of the "P" Public and <br />Institutional District. <br />21. That no blowers shall be used or trash pick-up occur before <br />8:OOam. <br />22. That an on-site fire hydrant be provided within the <br />residential development area. <br />23. That this development shall pay its pro rata share, as <br />determined by the City Engineer, in accordance with <br />reimbursement agreements governing the roadways' <br />construction, of the cost of those street improvements being <br />undertaken to remove the Vineyard Avenue moratorium; payment <br />shall be made prior to issuance of a building permit for the <br />church parcel and prior to approval of a final map for the <br />six-lot residential subdivision. <br />24. That no signage is approved as part of this approval and that <br />a signage program be submitted for City review and approval <br />at a later date; the approval process shall be regulated by <br />the City's sign ordinance. <br />25. That a 5 ft. sidewalk be extended westerly from the project <br />site to the existing terminus approximately 110 ft. to the <br />west. <br />26. That the 6 residential lots be constructed with three-car <br />width driveway aprons. <br />27. The developer shall pay an underground utility fee to the <br />City in lieu of undergrounding the existing overhead utility <br />lines along Vineyard Avenue at this time. The amount of the <br />fee shall be determined by the City Engineer prior to the <br />issuance of a building permit. The amount shall be <br />calculated as one-half of the lineal foot cost of extending <br />underground utility service in a new subdivision in <br />undeveloped land times the Vineyard Avenue frontage of the <br />site. <br />28. That Growth Management approval for the residential units <br />shall not be applied for until the Vineyard Avenue moratorium <br />is removed. <br />29. That no building permits be issued for the chapel or related <br />church improvements until the Vineyard Avenue moratorium is <br />removed. <br />- 5 - <br />
