Task 2-1 - OUT OF SCOPE WORK Task 2-1.1 - Schedule Extension The original project schedule of 12 months was extended to 19 months requiring the CONSULTANT to schedule and attend project meetings and to monitor project activities for 7 months longer than anticipated. Task 2-1.2 - Project Study Report Traffic Analysis In response to Caltrans' request, the CONSULTANT produced, developed and delivered forecasts of traffic conditions for a new 1-580/I-680 interchange configuration to be included by Caltrans in their Project Study Report. Task 2-1.3 - Additional Traffic Calibration Caltrans review and approval of the CONSULTANT's traffic modeling methodology required significantly more time and effort than originally anticipated. Field work by CONSULTANT was necessary to obtain current traffic data to replace obsolete Caltrans data. Task 2-1.4 - Additional Traffic Alternatives In response to requests by the Project Development Team, nine additional traffic scenarios were investigated in detail. The work included alternatives for interchange phasing and configuration, land use projections, intermediate years, and the freeway/interchange system. Task 2-1.5 - ABAG Demographic Data New land use data (ABAG 85) required modification by the CONSULTANT to extrapolate the data to the design year (2010) and to conform the ABAG zonal structure with the traffic model (37 census tracts to 118 traffic analysis zones). Task 2-1.6 - Intermediate Year Land Use In response to a request from the FHWA, the CONSULTANT calculated land use data for an intermediate analysis year (year 2000). Task 2-1.7 - Caltrans' Environmental Assessment Modifications In response to requests by Caltrans, the CONSULTANT prepared two major revisions to the original administrative draft environmental document and consulted with Caltrans in the review of the revised documents. The work required format revisions, additional analysis, text modifications, meetings and reproduction. -2-
