EXHIBIT 2-A <br /> AMENDMENT NO. 2 <br /> NPID FREEWAY IMPROVEMENTS PROJECT <br /> SCOPE OF SERVICES FOR ADDITIONAL ENGINEERING <br /> AND ENVIRONMENTAL STUDIES <br /> <br /> BACKGROUND <br /> <br />The City of Pleasanton, through the North Pleasanton <br />Improvement District (NPID), is proposing to finance and <br />construct major improvements on 1-580 and 1-680. The <br />proposed improvements include a new freeway interchange <br />(Hacienda/I-580), modification of an existing interchange <br />(Santa Rita/I-580), addition of ramps and widening of an <br />existing overcrossing (Stoneridge/I-680), and new auxiliary <br />lanes on 1-580 and 1-680. <br /> <br />The CITY entered into an AGREEMENT, dated July 2, 1985, with <br />CONSULTANT to provide environmental planning, engineering <br />studies and documentation for Caltrans' processing for the <br />purpose of obtaining environmental clearance and formal ap- <br />proval of the projects by Caltrans. Unforeseen requirements <br />and events beyond control of the CITY and the CONSULTANT <br />have necessitated additional work and time beyond that con- <br />templated in the original AGREEMENT. <br /> <br />The purpose of this AMENDMENT is to recognize and accept <br />work performed by the CONSULTANT outside the original proj- <br />ect scope and to authorize the CONSULTANT to proceed with <br />additional work to obtain Caltrans' approval of the proposed <br />projects. It is assumed that: 1) FHWA's approval of the <br />request for new connections will occur in May 1987; 2) that <br />Caltrans will proceed with review and approval of project <br />documents in a timely manner, and 3) that a Finding of No <br />Significant Impact (FONSI) will be issued for the environ- <br />mental document. <br /> <br /> SCOPE OF SERVICES <br /> <br />The CONSULTANT's work authorized by this AMENDMENT is divided <br />into two categories: 1) work outside the original project <br />scope between October 1985 and January 1987 (Tasks 2-1.1 <br />through 2-1.8), and 2) additional work required to complete <br />the project (Tasks 2-2.1 and 2-2.2). <br /> <br /> -1- <br /> <br /> <br />
