Housing and Housing Mia. _' <br />This City Council finds that the Project, through the <br />subsequent development of the Project site, will enhance the <br />City's housing supply and the miz of available housing within <br />the City. The higher intensity of development within Land <br />Unit B, closer to the freeway, will help to further the general <br />plan policy set forth in Goal 1, shown on page 33 of the DEIR <br />of providing a miz of types of housing. As the Project calls <br />for development of certain lots greater than 20,000 square <br />feet, the Project will further the General Plan goal of <br />stimulating such development, as set forth on page 39 of the <br />DEIR. The City Council therefore finds that the unmitigated <br />impacts of this Project are justified by the need to provide <br />housing and provide for a miz of different types of housing in <br />the City. <br />D. Public Service and Infrastructure Benefits. <br />The City Council finds that the Project, including the <br />subsequent development of the Project site, will also enhance <br />the City's ability to provide an adequate transportation <br />system, adequate flood control, and other infrastructure <br />benefits. Fees collected for the development of the Project <br />site will be a substantial source of funding for needed <br />improvements to Foothill Boulevard and Bernal Avenue, ezpansion <br />of the flood control capacity of the Bernal Bridge, and the <br />44 <br />
