development of new school sites. The City Council further <br />finds that the Project and the subsequent development of the <br />Project site, in accordance with the conditions of aprproval to <br />be imposed and the fees to be collected, will enhance the <br />City's ability to provide adequate services. The City Council <br />further finds that this project will enhance the provision of <br />recreational and historic sites within the City, through the <br />dedication of the Alviso Adobe Historical Park and the <br />neighborhood park. The Project, through the subsequent <br />development of the Project site, will also support City <br />services by providing for increased property taz revenues from <br />developed residences within the Project site. The City Council <br />therefore finds that the unmitigated impacts of the Project are <br />justified by the need to provide public service and <br />infrastructure benefits in the City. <br />E. Visual impacts. <br />With particular respect to the visual impacts of the <br />Project, the City Council finds that the aforementioned social, <br />economic and other considerations warrant approval of the <br />Project notwithstanding the fact that development of the <br />Project site from agricultural land to urban residential use <br />will constitute a significant unavoidable adverse impact of the <br />Project, despite the mitigation measures and other conditions <br />which are imposed on the Project or which will be imposed on <br />development of the Project site.
