II. FINDINGS REGARDING SIGNIFICANT UNAVOIDABLE <br />ENVIRONMENTAL IMPACTS <br />Pursuant to CEQA Guideline 15091, the City Council <br />adopts and makes the following findings regarding those <br />environmental impacts of the Project discussed in the DEIR and <br />in the Final EIR which were determined to be significant <br />unavoidable adverse environmental impacts of the Project: <br />A. Visual Oualitv And Communitv Design. <br />1. Facts. <br />The DEIR indicates at pages 98 and 49 that the Project <br />and subsequent development of the Project site would replace <br />the views from interstate 680 of an open field to views of a <br />sound wall in a residential development, although the Project <br />would not alter views of Pleasanton Ridge. The DEIR further <br />states that guidelines for sound walls, architecture and <br />landscaping will reduce the visual impact of site development <br />and help to preserve views. The change in visual character <br />from an undeveloped landscape to residential use is an <br />irreversable change. The DEIR indicates that the sound wall <br />would not result in any adverse visual impact if requirements <br />for materials, colors and landscaping contained in the Scenic <br />Highway Plan are met. <br />The Project contains three mitigation measures <br />relating to visual impact, as described on page 49 of the <br />DEIR. The Project shall be planned and designed to preserve <br />and enhance the views of Pleasanton Ridge, landscaping will be <br />36 <br />
