provided along Bernal Avenue and Foothill Road as required in <br />the PUD rezoning process and a landscape buffer zone shall be <br />created along the east side of Foothill Road. <br />In addition, the DEIR recommends in page 49-50 four <br />additional mitigation measures. Measure 1 would minimize <br />visual impact by clustering residential units, and mitigation <br />measure 2 provides for analysis of proposed heights as a part <br />of the PUD approval process and the establishment of height <br />limits so the views of the Ridge are not substantially blocked <br />by development of the Project site. Mitigation measure 3 <br />provides for planting of low shrubs along the sound wall, with <br />only occasional trees, to maintain views of the Ridge. <br />Mitigation measure 4 provides for the construction of the <br />Foothill Road realignment such that berms and planting will <br />block views of the roadway from viewpoints in the park. <br />The DEIR indicates on page 80 that changes in the <br />visual character of the Project site constitute a significant <br />unavoidable adverse impact of the Project. The DEIR further <br />states that the proposed mitigation measures cannot fully <br />mitigate this impact. <br />2. Findings. <br />a. This City Council finds that views of <br />Pleasanton Ridge would not be changed by the Project, further <br />finds that the sound wall will not result in any adverse visual <br />impacts if requirements and standards contained in the Scenic <br />37 <br />
