acres instead of a private recreation area, and states that
this would increase public open space acreage and provide
recreation opportunities for residents of the area. ='fhe Final
EIR also notes that, while maintenance and operation costs to
the City would increase, this would not constitute a
significant adverse impact. Other mitigation measures which
are already included in the project are the provision of a 1.59
acre greenway and public trail dedication, and a landscape
easement along the east side of Foothill Road. In addition,
the Final EIR at page 8 notes that Project includes the
provision of landscaping along Bernal Avenue and Foothill Road
as will be required in the PUD zoning process.
The DEIR does not contain any additional mitigation
measures with respect to the Project, although certain
additional mitigation measures for project alternatives two and
three are described on page 78 and page 79. The Final EIR
indicates that the recommendations applicable to the park
proposed as a part of alternative three should apply to the
neighborhood park which has been incorporated within the
revised Project, and those design criteria are listed on
page 79 of the DEIR. These criteria include a convenient
location, incorporating the Arroyo as a natural feature of the
park location and adjacent to neighborhood streets a compact
configuration, and a contribution to the improvement of an
Arroyo recreational trail.
39
