Findings. -- ---- _ - <br />a. Based on the foregoing facts, the City <br />Council finds that the noise impacts of the Project do not <br />constitute a significant adverse impact on the environment. <br />b. The City Council finds that the <br />mitigation measures numbered 1 through 3 on page 62 of the DEIR <br />and incorporated into the Project, the additional mitigation <br />measure discussed above and set forth on page 6 of the Final <br />EIR, other measures incorporated into the Project, and <br />mitigation measures which will be imposed upon future Project <br />approvals, have substantially reduced or will substantially <br />reduce the level of noise ezposure outside the two-story homes <br />to be built near the freeway so that these noise levels meet <br />General Plan goals and policies. <br />c. To the estent that noise impacts could <br />be significant, the City Council finds that the provision of <br />sound walls, buffer zones and other design measures in <br />accordance with mitigation measures numbered 1 through 3 as set <br />forth on page 62 of the DEIR, the possible construction of a <br />19 <br />
