Neither the DEIR nor the Final EIR states that the noise impacts of the Project constitute a significant adverse impact of the Project, and the DEIR's listing on page 89 of significant unavoidable adverse impacts of the Project does not include noise as such an unavoidable adverse impact. - - ----------- - - - ---- 2. Findings. -- ---- _ - a. Based on the foregoing facts, the City Council finds that the noise impacts of the Project do not constitute a significant adverse impact on the environment. b. The City Council finds that the mitigation measures numbered 1 through 3 on page 62 of the DEIR and incorporated into the Project, the additional mitigation measure discussed above and set forth on page 6 of the Final EIR, other measures incorporated into the Project, and mitigation measures which will be imposed upon future Project approvals, have substantially reduced or will substantially reduce the level of noise ezposure outside the two-story homes to be built near the freeway so that these noise levels meet General Plan goals and policies. c.
