would require that eaposed soil be wetted during construction <br />and the construction vehicles be kept in good operating <br />condition. <br />Neither the DEIR nor the Final EIR states that air <br />quality impacts of the Project are significant, and the DEIR <br />does not include the air quality impacts of the Project on <br />page 89 in the listing of significant unavoidable impacts of <br />the Project. <br />2. Findinos. <br />a. Based on the discussions at page 58 and <br />59 of the DEIR and the other facts referenced above, the City <br />Council finds that any change in air quality or overall <br />emissions as a result of the Project will be relatively small <br />and insignificant, and will not constitute a significant <br />adverse environmental impact of the Project. <br />b. To the eztent that air quality impacts <br />could be significant, the City Council finds that additional <br />Mitigation Measures 3 and 4 referenced above will substantially <br />reduce any air quality impacts, including cumulative impacts, <br />of construction and development pursuant to the Project. <br />c. The City Council finds that the <br />above-stated mitigation measures shall become "Conditions of <br />Approval" to the Project, and, to the eztent that any air <br />quality impacts of the Project could be significant, such <br />mitigation measures, Mitigation Measure 1 as described on <br />page 60 of the DEIR, other measures incorporated into this <br />17 <br />
