69. The project developer shall submit a final map, a building survey, or record of <br />survey and a site development plan in accordance with the provisions of <br />Chapter 18.68 of the Municipal Code of the City of Pleasanton. These plans <br />shall be approved by the Chief Building Official prior to the issuance of a building <br />permit. The site development plan shall include all required information to design <br />and construct site, grading, paving, drainage, and utilities. Specific items to be <br />indicated on the site development plan necessary to construct the improvements <br />are to be in accordance with the City of Pleasanton Private Development Design <br />Guidelines adopted April 15, 1986. <br />70. All retaining walls higher than four feet (4' 0") from the top of the wall to the <br />bottom of the footway shall be constructed of reinforced concrete or shall be an <br />approved crib wall type. Calculations signed by a registered civil engineer shall <br />accompany the wall plans. <br />71. The soils engineer shall certify the pad compactions of all lots containing fill to <br />the satisfaction of the Chief Building Official prior to the issuance of building <br />permits. <br />Police Department Requirements <br />72. The area of the development shall be tested for strength and clarity of signal to <br />and from the area for City emergency services communications including, but not <br />limited to, City eight-hundred megahertz (800 mgh) trunked radio, Livermore- <br />Pleasanton Fire Services radio, Alameda County eight-hundred megahertz (800 <br />mgh) trunked radio, CLEMAR/ Police Dispatch, and the current police mobile <br />data system, unless waived by the Police Department, City of Pleasanton. <br />Expert opinions may be required in anticipation of communications difficulties <br />inside or around large structures. Mitigation plans of less than acceptable <br />communications shall be submitted to the satisfaction of the Police Department <br />prior to approval and shall be financed by the project developer immediately <br />upon approval. <br />Fire Department Requirements <br />73. The project developer shall meet all requirements of the Pleasanton Fire Code <br />(Pleasanton Municipal Code, Chapter 20.24). <br />74. The design of the on-site fire truck turn arounds shall be subject to the review <br />and approval by the Fire Marshal prior to issuance of a building permit. <br />75. The two-foot wide shoulders on either side of the 12-foot wide portion of the <br />private road shall be drivable for a fire truck (i.e., they shall be capable of <br />supporting 55,000 lbs., shall not be landscaped, and shall have a gravel surface). <br />Said details shall be shown/noted on the improvement plans and shall be subject <br />
