architect/designer shall submit a letter to the Planning Department certifying that <br />all landscaping and irrigation systems have been installed as per the approved <br />plans and any claimed landscape green building measures. <br />56. The project developer shall submit the subdivision improvement, irrigation, and <br />house plans to the arborist for review in order to determine if any additional site- <br />specific measures are required to preserve the existing trees designated for <br />preservation during construction. The consultant's comments shall be submitted <br />to the Planning Director and shall be incorporated onto the final improvement and <br />building plans prior to issuance of a grading, on-site, and/or building permits. <br />57. No tree trimming or pruning other than that specified in the tree report shall <br />occur. The project developer shall arrange for the arborist to conduct a field <br />inspection prior to issuance of grading permits to ensure that all <br />recommendations have been properly implemented. The consultant shall certify <br />in writing that such recommendations have been followed. <br />58. A final tree replacement plan shall be submitted to the Planning Director for <br />review and approval prior to any tree removal or issuance of building permits. <br />The installation of the replacement trees shall be completed prior to final <br />occupancy of the estate home. The tree replacement plan shall comply with the <br />following requirements: (1) trees shall be planted on the site at a six-to-one <br />replacement ratio for each tree over six-inches in diameter that is removed from <br />the property; (2) unless otherwise approved by the Planning Director, <br />replacement trees shall be species that are native to the area; and (3) at a <br />minimum, replacement trees shall range in size from five-gallon (20 percent), <br />15-gallon (60 percent), and 24-inch box (20 percent). <br />59. No trees shall be removed other than those specifically designated for removal <br />on the tree removal plan. However, since some of the trees that are designated <br />for removal due to poor health would help to screen the proposed home and <br />other improvements, the poor health trees shall not be removed unless they pose <br />a safety hazard or their removal would improve the health of the woodland, as <br />determined by the Planning Director. Prior to the removal of any trees, the <br />arborist shall re-evaluate the trees recommended for removal due to poor health <br />and inform the Planning Director if they pose a safety risk or risk the health of the <br />woodland. <br />60. The project developer shall post cash, letter of credit, or other security <br />satisfactory to the Planning Director in the amount of five thousand dollars <br />($5,000) for each tree required to be preserved, up to a maximum of twenty-five <br />thousand dollars ($25,000). This cash bond or security shall be retained for one <br />year following completion of house construction and subdivision improvements <br />and shall be forfeited if the trees are removed, destroyed, or disfigured. For trees <br />that are removed, destroyed, or disfigured during construction, the applicant shall <br />pay a fine in the amount equal to the appraised value of the subject tree. If the <br />
