BACKGROUND <br />The City of Pleasanton received a grant from the Alameda County Transportation <br />Improvement Authority in the summer of 2007 for preparation of a Pedestrian and <br />Bicycle Master Plan. A condition of the grant was the establishment of a Pleasanton <br />Bicycle and Pedestrian Advisory Committee (BPAC) to oversee the development of the <br />Plan. The BPAC was created by action of the City Council on September 4, 2007. The <br />purpose of the BPAC is to oversee and make recommendations to the City Council on <br />the development and implementation of the Pedestrian and Bicycle Master Plan and to <br />provide ongoing input to City staff on pedestrian and bicycle issues. <br />The preparation of the Pedestrian and Bicycle Master Plan involves a significant amount <br />of review of existing conditions, the use of specialized analysis tools to develop a <br />prioritized future project list, and the need for inclusion of specific elements to ensure <br />that the plan's project outline qualifies for future state and federal funding. The Plan will <br />include the following elements: <br />• Survey and analysis of existing pedestrian and bicycle facilities <br />• Review of existing pedestrian and bicycle policies <br />• Analysis of needed improvements to sidewalks and bikeways for safety and <br />connectivity <br />• Setting of goals, policies, and objectives <br />• Pedestrian and bicycle collision analysis <br />• Identification of potential Safe Route to School projects <br />• Recommendations for pedestrian and bicycle education and encouragement <br />programs <br />• Detailed, prioritized recommendations for pedestrian and bicycle projects <br />• Implementation plan for projects including schedule, estimated costs, and <br />analysis of grant funding sources <br />• Design guidelines and recommended practices for pedestrian and bicycle <br />facilities on arterial, collector, and residential roadways and areas with limited <br />public right of way <br />To develop the Pedestrian and Bicycle Master Plan, a large volume of data needs to be <br />collected and analyzed in a short period of time. This data analysis requires the use of <br />specialized computer analysis tools. Staff determined that this project would be best <br />performed by a consulting firm. <br />To guide the creation of the Plan, the City of Pleasanton advertised for a consultant firm <br />to prepare a Pedestrian and Bicycle Master Plan. Three firms responded to the <br />Request for Proposals with a Statement of Qualifications and Scope of Services. <br />The BPAC reviewed the three consultant proposals at its meeting of January 14, 2008, <br />selecting the firms of Fehr & Peers and Alta Planning + Design for interviews. After <br />interviews held on February 4, 2008, Fehr & Peers was selected as the best-qualified <br />firm for the project. <br />Page2of3 <br />
