Education and encouragement programs to promote walking and <br />biking. <br />Provide detailed recommendations for development and implementation <br />of bicycle education and encouragement programs targeted at different age <br />groups and abilities. Identify potential funding sources for development <br />and implementation of programs. <br />Provide detailed recommendations for development and implementation <br />of pedestrian education and encouragement programs such as the "walking <br />school bus". Identify potential funding sources for development and <br />implementation of programs. <br />h. Provide detailed, prioritized recommendations for Projects <br />Provide detailed prioritized recommendations for bicycle projects. The <br />bicycle project priority list will be based on an assessment of current and <br />future needs. The needs assessment will be based on field data, public <br />meetings, and communication with City staff. The needs assessment will <br />include project prioritization based on a set of criteria to be determined. <br />The needs assessment will identify barriers to bicycling, major attractors, <br />and locations where bicycling may grow as a result of development. The <br />needs assessment will identify critical issues for bicyclists such as network <br />connectivity, street crossings, signage, and visibility. Use Fehr & Peers' <br />Bikeability Index tool to estimate existing and future bicycle and <br />pedestrian use on a citywide basis. Incorporate the data obtained into the <br />needs assessment. <br />Provide detailed, prioritized recommendations for pedestrian projects. <br />The list will be based on an assessment of current and future needs. The <br />needs assessment will be based on field data, public meetings, and <br />communication with City staff. The needs assessment will include project <br />prioritization based on a set of criteria to be determined. The needs <br />assessment will be focused on major pedestrian areas as specified in <br />section a. <br />i. Implementation plan including schedule, estimated costs, and <br />analysis of funding sources. <br />Based on the prioritized list of bicycle projects, provide an implementation <br />plan. Identify portion of funding that could come from sources outside of <br />the City budget. <br />
