BACKGROUND <br />Street resurfacing projects are a component of the City's Pavement Management <br />System. The purpose of these projects is to keep City streets in a safe and smooth <br />riding condition, which is accomplished by overlaying existing street surfaces with a new <br />layer of asphalt concrete, extending the overall life of the roadway pavement. On July <br />17, 2007, the City Council awarded a contract to DeSilva Gates Construction in the <br />amount of $1,777,687 to resurface twelve (12) City streets as identified below. MIRADOR DR. 1575 OL <br />("): OGAC: Open Graded Asphalt Concrete overlay (Open Graded Asphalt Concrete reduces traffic <br />noise and enhances skid resistance/drainage) <br />OL: Overlay (conventional asphalt concrete) <br />The subject project was authorized by the City Council as part of the 2007-08 Capital <br />Improvement Program, with an approved budget of $2,250,000. This funding includes <br />Gas Tax, General Fund, and Measure B monies. In addition to this funding, the <br />remaining balance in last year's Annual Resurfacing Project (CIP 065003) in the amount <br />of $429,773 was transferred into this project. This includes $367,000 programmed for <br />reimbursement by Federal Grant monies specifically tied to the resurfacing of several <br />streets included in this project. This award of grant funds to be paid through CMATIP <br />was obtained through the filing of a grant application that was authorized by City <br />Council on March 7, 2006. Staff will submit the final invoice to CMA for reimbursement <br />when CMA receives the exchange funds from the Federal ISTEA program (Intermodal <br />Surface Transportation Efficiency Act). CMA is anticipating securing these funds by the <br />end of 2008. <br />Budget <br />The final project funding and expenditures are summarized in Attachment 1 to this <br />report. <br />Page 2 of 3 <br />
