1) Climate Protection Program: The City joined ICLEI and staff is working with <br />project coordinators to conduct a baseline emission inventory and forecasts, and <br />identify options for reducing emissions. The carbon assessment and associated <br />recommendations will be completed this year. <br />2) Solar Cities Project: The Cities of Pleasanton and Livermore have partnered with <br />Spectrum Energy, Inc. to develop a communitywide solar cities project. Both cities <br />are compiling data and identifying stakeholders to assist in developing the program. <br />The City Council accepted a report on the implementation of the solar cities project <br />to promote the installation of residential photovoltaic systems and authorized <br />development of graphic design and outreach material for this program. <br />3) Improved Recycling: Staff anticipates that new programs enhancing existing <br />recycling services will be presented to the City Council later this year in conjunction <br />with the City's rate review process. The City is exploring options to expand <br />residential, commercial, and construction demolition debris recycling opportunities. <br />4) Kottinger Creek Restoration: The Kottinger Creek restoration (through Kottinger <br />Park) was completed. The restoration created a meandering stream, provided new <br />plants, a new bridge crossing, environmental habitat and improved water quality that <br />ultimately benefits the Alameda Creek watershed. <br />City Services & Public Information <br />• Provide Effective and Efficient Municipal Services: Three initiatives were created to <br />support effective municipal services. <br />1) Development Services Review Process involved streamlining the development <br />services operations by incorporating input from internal and external user groups. A <br />number of non-policy initiatives to improve customer service have already begun. Of <br />particular relevance is the creation of a Community Development Director to <br />encompass the functions of Planning, Building Inspection and Engineering for <br />improved coordination, the addition of a Permit Center Manager and the initiation of <br />a User Fee Study. <br />2) Enhanced Public Information Activities: To improve communications with <br />community members, the newly created Public Information Officer position was filled <br />to coordinate the City's public information program, website administration and a <br />communitywide newsletter that will be published quarterly. <br />3) Customer Service Program: A Customer Service Committee with a cross section <br />of employees was established to create the customer service program. Two training <br />sessions were completed in 2007, and additional programming is planned in the <br />coming year. The Customer Service Committee will continue to meet to address <br />customer service needs and develop strategies to address these needs. <br />Page6of7 <br />
