Attachement E ~ - PBS&J Proposal ' Noise PBS&J will characterize existing noise conditions at the project site to evaluate the effects of the pump station on the nearest sensitive noise receptors. We understand. noise impacts should be temporary and limited to the construction activities. Although, not anticipated, pump station equipment could increase the ambient noise levels in the project area, this will evaluated during the environmental review from information provided by Carollo Engineers in accordance with the manufacturer's equipment specifications. Appropriate mitigation measures will be developed for any construction or operational impacts found to be potentially significant. This will be verified through the environmental review process. Population and Housing Information PBS&J will examine the potential to induce substantial growth by providing infrastructure beyond the projected growth levels in the county; CEQA commonly refers to this as growth inducing effects. For example, if the infrastructure is built, then unexpected growth follows soon after these newly developed systems could be deemed inadequate. PBS8~J will address potential significant affects by formulating the appropriate mitigation measures or preparing defensible arguments for the City of Pleasanton's improvements to their water distribution system. Transportation and Circulation PBS&J assumes that construction of the proposed project would require daily trips of construction vehicles traveling to and from the project site and along the pipeline alignments. Most heavy equipment and construction vehicles entering or exiting the project sites would be temporary and -short-term. Construction staging would occur at areas set back from the roadways and within the proposed project area. There is, however, the possibility that construction traffic and hauling could adversely affect the traffic flows or circulation at the project site. PBS&J will evaluate these potentially significant impacts and design mitigation measure to reduce the impacts to less than significant. Utilities and Service Systems PBS8~J will properly assess if there could be significant impacts to utility or service providers as this relates to the water supply systems. PBS&J will specifically analyze any issues related to Department of Public Health (DPH) regulatory guidance as it relates to installation and operation - of water supply systems.
