Attachement E <br />PBS&J Proposal <br />Hazards and Hazardous Materials <br />PBS&J will describe the existing environmental conditions of the project site to determine <br />whether or not the potential exists for workers, the public, or the environment to be exposed to <br />hazardous materials. This evaluation will rely upon any available environmental, geological, and <br />hydrological documents prepared in concert with, and independent of, the proposed project. <br />PBS&J will conduct a survey of existing and potential. hazardous materials sites on and near the <br />project site to provide a benchmark of hazardous sites and businesses (if any) from the <br />California List of Hazardous Materials Release Sites (or Cortese List). PBS&J will present an <br />overview of the federal, state, and local regulations that apply to the transport, storage, use, and <br />disposal of hazardous materials within and adjacent to the project site. If impacts are identified <br />as potentially significant, appropriate mitigation will need to be identified to lessen the level of <br />significance. <br />Hydrology and Water Quality <br />PBS&J understands that drainage conditions may have been altered through prior grading or <br />weed abatement activities and this establishes the baseline conditions. PBS8~J will determine if <br />the proposed project would affect the natural drainage patterns, as they currently exist. With <br />this understanding, PBS&J will further evaluate potential erosion or excessive on- or off-site <br />runoff that could cause siltation or create turbid conditions in local streams or other bodies of <br />water in the vicinity. Additional technical information will be used in combination with any <br />Department of Water Resources publications to determine if the proposed project would have <br />any adverse affects on groundwater elevations in the local groundwater basin. <br />Land Use and Planning <br />PBS&J assumes the current zoning for the entire property is Public Services. Anew pump <br />station and appurtenances would be compatible with this zoning. The City believes the existing <br />pump station site is inadequate to accommodate the new pump station and proposes to acquire <br />additional land in the CalTrans rights-of--way area. This process may require rights-of-way <br />searches, easement verifications, and negotiating with state or local agencies to acquire the <br />necessary easement(s). ~ The land acquisition process could potentially delay the proposed <br />projects; therefore, in the interim PBSBJ's analysis will refer to the City of Pleasanton's existing <br />or updated General Plan, current updates and/or other land -use documents that apply to public <br />facilities within the city limits. <br />5 <br />
