Penny Johnson, Senior Librarian, praised Ms. Wheeler for her work to obtain the grant, cited her <br />can-do attitude in moving the project forward, said she donated time in order to make author <br />programs a success, and used her powers of persuasion in helping the downtown be an active <br />part of the Big Read. They are applying for grants again and she hoped to hold another Big <br />Read next fall. <br />17. Public Comment from the audience regarding items not listed on the agenda <br />Allen Roberts said supporters turned in necessary petitions to have the referendum on the <br />ballot, the County certified there are sufficient number of signatures and the developer has sued <br />the city indicating they do not want the matter heard by the voters. In the stack of information <br />the tree report, which they had also asked be attached, was generated in 2003 and was for a <br />completely different project. He felt this would have confused everybody and thought it was <br />unfortunate there was not an accurate tree report, and noted the wild land management <br />requires 2 to 1 spacing from the house to any tree or vegetation. <br />Kay Ayala asked the Council to place the Oak Grove referendum item back on the agenda, said <br />she received notification it had been certified but now delayed due to a restraining order filed by <br />the developer, asked that the Council rescind its approval of the project when it comes forward <br />and discussed the previous Ponderosa project. <br />John Edney said in the 1990's they voted on the same kind of proposition which did not cover all <br />of the hills, thought the business of development on hills had been settled and asked that <br />people be allowed to vote. <br />John Butera cited the importance and reasoning behind the pledge of allegiance, said <br />Americans did not always have the rights they have today, discussed democracy, founding <br />fathers, checks and balances, voting rights and liberty and justice. <br />Steve Brozosky said the Linn family is using intimidation, believed the suit to be a direct <br />challenge of democracy, asked the Council to respond firmly and directly and believed the <br />developer could work with the entire community and formulate a more reasonable plan. <br />Anne Childs supported the referendum, said she was factual when circulating petitions and <br />people responded very quickly and eagerly. She thought the compromise could have been <br />better and believes many voters want another chance to make the project better. <br />Kathy Dowding questioned why the military brings its soldiers home under the cover of <br />darkness, said they die every day without notice and she read the names of another 29 soldiers <br />who had died. <br />Douglas Farmer spoke regarding the specific size of an RV that could be parked on personal <br />property, stating that currently the limit is 25 feet in length. He asked to be able to address the <br />outdated regulation with the Council in the future. <br />Mayor Hosterman said the Council has received emails regarding RV parking as well as RV's <br />parked in streets as an issue rather than on personal property. City Manager Fialho agreed to <br />contact Mr. Farmer regarding the RV storage issue and also noted the Planning Commission <br />would address the issue shortly. <br />City Council Minutes 4 January 15, 2008 <br />
