Approved and authorized the City Manager to execute contract amendments up to a total <br />contract amount of $275,000 to the consultant contract with Mundie & Associates to <br />prepare a Supplemental Environmental Impact Report (EIR) for the Happy Valley Specific <br />Plan Modifications and Project Approval, Spotorno Ranch (PUD-52) <br />Kevin Close questioned if a scoping session would be held prior to going to a draft EIR <br />and was happy the item was moving forward. He said for 22 homes, a 50-acre dedicated <br />open space would need to be in place. The report talks about 97 homes and therefore, <br />needed is about 220 acres of open space. <br />Kay Ayala said the last paragraph of the staff report indicates the EIR will include an <br />analysis of the Save Pleasanton Hills and Housing Cap Initiative currently being circulated <br />for signatures and she would like to ensure this is done.. <br />Planning Director Iserson said a scoping session was held on the EIR in 2005 and <br />subsequently the EIR consultant has done the work and satisfied that requirement. He <br />said there will be opportunity for public comment during the Draft EIR review process. <br />Councilmember McGovern asked if the EIR was looking at 16-22 homes, and Mr. Iserson <br />said the EIR will look at the existing and proposed modifications as part of the analysis. <br />City Manager Fialho said one reason for the amendment being done is because the <br />Council made a realignment of the bypass road which is new information, and also the EIR <br />analyzes the effects of the Initiative which staff believes is important to do now. <br />Councilmember McGovern said she was trying to understand the bypass road study and <br />agreed to meet separately with staff. <br />City Council Minutes 2 January 15, 2008 <br />
