Commissioner Narum would like to see a mention of TOD housing in Program 15.3. Ms. Stern <br />noted that it was not included because it was a Land Use issue rather than a circulation issue. <br />She added that it could be referenced. <br />• Reference TOD in Program 15.3. <br />Chairperson Fox noted that Livermore had a policy in its Circulation Element that read: "Mixed <br />use development shall be located near transit nodes and adjacent to residential neighborhoods as <br />identified in the Land Use Element." <br />Pa eg 3-43 <br />In response to an inquiry by Chairperson Fox regarding the Rapid Bus Program mentioned in <br />Program 17.5, Mr. Tassano replied that the LAVTA was establishing that bus program, which <br />would not make the same number of stops as the Bus Number 10 route. It would have <br />25 percent of the number of stops and would include new signal timing elements in order to <br />utilize queue jumping and some priority, thereby enhancing the Livermore-to-BART movement. <br />Page 3-44 <br />Commissioner Blank: <br />• Include a program under Policy 22 to read as follows: "Encourage [or Strongly <br />encourage] the use ofself-service, municipally sponsored bicycle stations." <br />He added that they were all over Europe and that a bicycle could be borrowed from a bike station <br />by the use of a credit card and would then be parked at the destination at another station. It <br />encouraged the use of bicycles. <br />In response to an inquiry by Commissioner Olson regarding whether that was already referenced <br />in Program 22.11, Ms. Stern stated that it was the same as the bike-share program. <br />Commissioner Blank would like it to be clearly stated that it was municipally sponsored, self- <br />service bicycle availability. He added that there are commercial companies that provide that <br />service. <br />In response to an inquiry by Commissioner Narum regarding whether Program 22.3 addressed <br />the integration of bike lanes into existing or new street projects, Ms. Stern replied that it was also <br />intended to retrofit existing streets wherever possible. <br />In response to an inquiry by Commissioner Pearce regarding the amount of leeway the City had <br />over bicycle activities on school sites, perhaps strongly encouraging schools to have bicycle <br />parking in prominent or easily accessible locations, Ms. Stern noted that the City worked with <br />the schools and their Ride-to-School program.
