Commissioner Olson did not agree with the prohibition of gated communities, citing Dr. Yee's <br />proposed project. <br />Commissioner Blank would agree with the word "prohibit" but believed the Commission could <br />get consensus for "strongly discourage." <br />Commissioners Pearce, Blank, and O'Connor indicated that they would support the word <br />"prohibit." <br />Commissioner Olson stated that he would support "strongly discourage," and Commissioner <br />Narum stated that she would support the word "discourage." <br />• Replace the word "Discourage" with "Prohibit new" in Program 7.4. <br />Commissioner Blank suggested that Policy 8 be modified to read as follows: <br />• "Encourage the development of a standard traffic safety evaluation methodology." <br />Page 3-40 <br />Commissioner Blank supported Mr. Paxson's suggestion of listing regional traffic planning <br />agencies in Policy 9. <br />Page 3-41 <br />Chairperson Fox noted that she did not see where the former Program 3.2 was moved to. <br />Ms. Stern clarified that the issue had been dealt with in the new section. Chairperson Fox <br />inquired where it was located. Ms. Stern stated that the wording "discourage local traffic from <br />using streets through residential areas" would be inserted as a program under Goal 3. <br />Chairperson Fox inquired whether the phrase "through traffic" in Goa13 referred to cut-through <br />traffic.
