Commissioner Narum noted that she had experienced signal light delays similar to those <br />expressed by Commissioner Blank and would like to include the following language: <br />• "Encouraging the exploration and update of technology with respect to signal lights." <br />Commissioner Pearce inquired why language was deleted from Program 2.6 regarding the <br />withholding of building permits. Ms. Stern noted that staff wished to address this issue prior to <br />the approval process and did not believe that realistically, an application would go through the <br />entire process only to have the building permit withheld because the standards had not been met. <br />Pa eg_3-38 <br />No changes. <br />Page 3-39 <br />Commissioner Narum noted that she had a problem with the phrase "where feasible" in Program <br />7.3, regarding bicycles. She noted that the City was not approving streets that did not have bike <br />lanes and that they should be called out if they did not have bike lanes. She believed that there <br />should be a trigger point so that it was clearly understood by the Planning Commission and City <br />Council that bike lanes would not be included. <br />Ms. Stern noted that not every street would be a complete street and have transit or a bicycle lane <br />on it. She believed that the language should recognize that there were streets in the hillside or <br />other areas that would not be able to accommodate all of those facilities. <br />Chairperson Fox and Commissioner Narum suggested that the lack of those accommodations <br />should be specifically called out. <br />• Add a language specifically indicating when bike lanes will not be included in street. <br />Chairperson Fox inquired whether the language "Discourage residential access directly onto <br />residential collector streets" in Program 6.6 meant backing out of driveways. Ms. Stern replied <br />that it referred to having any driveways directly accessing the collector streets. Mr. Tassano <br />noted that Sycamore Creek Way was an example of this and that if the roadway were to be <br />designed without homes backing directly out onto the roadway much of the conflict would be <br />eliminated. <br />Chairperson Fox requested that the word "access" be changed to "driveways." <br />• Replace the word "access" with "driveways." <br />In response to an inquiry by Commissioner Pearce regarding how long Program 7.4, which <br />discouraged gated communities, had been in the General Plan, Ms. Stern replied that she could <br />only vouch for 1996. <br />Chairperson Fox would like the stronger language such as stating that gated communities would <br />be prohibited. <br />EXCERPTS: PLANNING COMMISSION MINUTES, October 24, 2007 Page 12 of 15 <br />
