DRAFT 3. Circulation Element <br />The goal of the Proposed Pedestrian and bicycle master Plan is to make Pleasanton a city where <br />walking and biking are viable alternatives to the automobile for daily trips. Walking and biking <br />facilities should be a safe and Pleasant means of accessing jobs, schools, major community facilities, <br />Parks} and trails The Proposed master flan will identify areas of most need for improvement that will <br />Provide the most benefit in the bicycle and Pedestrian network, eliminate system gaps, and provide <br />continuous travel lanes, an important Part of promoting bicycling and walking. This master plan will <br />also identify projects and funding~riorities for both local and regional facilities. <br />Pleasanton currently has a network of bicycle paths serving many parts of the Planning Area. It is the <br />City's intent to Provide additional bicycle paths and lanes, where sufficient right-of--way and funding <br />exists, at the time new roadways are constructed or improved. Existing and future bicycle routes are <br />shown in Figure 3-13. <br />Transportation ~~ys#e,ms-Demand Management <br />Transportation Demand Management M) refers to Policies and measures to reduce the total <br />volume of traffic or to Promote shifts towards more sustainable modes of transportation. The City of <br />Pleasanton is a leader in this field and focuses on the use of commute alternatives such as walking, <br />biking, telecommutin~ carpooling, vanpooling, and the use of public transportation to help reduce <br />traffic in our community The City of Pleasanton is one of 44 Pleasanton employers included in the <br />EPA's fifth annual list of the Bay Area's Best Workplaces for Commuters in October 2006. The list <br />commends Bay Area employers committed to improving the duality of life for employees while at the <br />same time helping to reduce traffic and air Pollution. In addition to recognizing individual employers, <br />the coalition also designated the Hacienda Business Park as one of the best districts for commuters, in <br />recognition of the wide variety of commute alternatives available in the Park. <br />The City's Commendable Commutes Program is a Partnership between the City of Pleasanton and <br />local employers with 75 or more employees to help reduce peak-hour traffic and air Pollution through <br />the Promotion of transportation alternatives Employers who wish to enroll in the Program enter into <br />as p_~rticipation agreement with the City and agree to develop a trip-reduction Program and goals <br />conduct a bi-annual transportation survey, and appoint a management-level employee as a <br />transportation coordinator, who represents the employer as a member of the Transportation <br />Committee The reduirements of this Program are covered under the City's Transportation Systems <br />Management ordinance Funds for this Program are Provided in Part by the Bay Area Air Ouality <br />Management District's Transportation Fund for Clean Air. <br />The City of Pleasanton also promotes an internal emPlo~ee trip-reduction program, known as pRide <br />which Provides incentives for city employees who usually drive to try a commute alternative such as <br />Circulation Element 012908 redline 3-34 City Council Ol 29 08 <br />
