• Adding a section on Neighborhood Traffic Calming; <br />• Adding a section on Truck Routes; <br />• Under Alternative Transportation Modes, deleting the Public Transit title, <br />updating the discussion and adding a new Rail section with an updated <br />BART discussion, and three new sections: (1) Altamont Commuter <br />Express (ACE) train, (2) Railroads, and (3) Regional Rail; adding a new <br />Bus Service section which includes updating the existing para-transit <br />service information and a description of regional bus service and private <br />shuttles serving Pleasanton; and adding a new Pedestrian and Bicycle <br />Facilities section; and, <br />• Changing the outdated Transportation Systems Management Section to a <br />discussion of Transportation Demand Management. <br />Changes to the Goals, Policies, and Programs include: <br />• Deleting the "to" at the beginning of all goals within this Element; <br />• Clarifying Goal 2 to include both local and regional when discussing the <br />street and highway system; <br />• In Policy 1, adding reference to Figures 3-7 and 3-10, and Table 3-8 <br />which include information about future improvements; <br />• Adding new Program 1.2 about the Traffic Impact Fee study; <br />• Updating Programs 1.4 and 1.5 (former Programs 1.3 and 1.4) about <br />assessment districts, improvement district costs, and preserving roadway <br />right-of-ways; adding new Program 1.6 about emergency access on <br />Stoneridge Drive to EI Charro Road; and deleting former Programs 1.5 to <br />1.8 to study the former Southern Pacific right-of-way, to study the West <br />Las Positas / I-680 interchange, and to study the land-use designation for <br />the Kaiser Technology site; <br />• Clarifying Policy 2 regarding development and roadway improvements, <br />updating Program 2.2 to explain requirements to improve congested <br />intersections, adding new Program 2.3 related to mitigation of the traffic <br />impacts at the Santa Rita Road and Valley Avenue intersection, adding <br />new Program 2.4 to address traffic impact study requirements, modifying <br />Program 2.6 (former Program 2.4) to change "annual" to a "regular" <br />baseline report, deleting former Program 2.5, and updating Program 2.7; <br />• Updating Program 3.1, deleting Program 3.2, amending Program 3.2 <br />(former Program 3.3) to prohibit additional private access on major <br />arterials, and adding new Program 3.4 to discourage additional on-street <br />parking on arterials; <br />• Adding new Policy 4 and Program 4.1 to facilitate traffic flow Downtown <br />when consistent with apedestrian-friendly environment; <br />• Adding new Policy 5 and Program 5.1 to improve traffic flow at gateway <br />intersections to the extent that visual character, landscaping, and <br />crosswalks can be maintained; <br />• Clarifying Programs 6.1 and 6.2 (former Programs 4.1 and 4.2), updating <br />Program 6.3 (former Program 4.3) to provide gravel-truck access on State <br />Page 2 <br />
